It is also requested that members of the Board of Education affirm to comply with Board Norms.
Details: To enforce the Board Code of Ethics, policy BH authorizes the Board to take various measures if a Board Member is found by a majority vote of the Board to have violated the Code of Ethics. The burden of proof is on the Board to establish the alleged violation by a preponderance of the evidence. If the accused Board Member is found to have committed the alleged violation, the Board is authorized to take several actions.

Details: On December 11, 2023, the Board of Education approved the award of a CMAR contract to Balfour Beatty for Pre-Construction Services in the amount of $50,000.
On May 6, 2024, the Board established a Phase I Guaranteed Maximum Price of $22,779,266 for work included in Phase I of the E-SPLOST V Champion Theme Middle School project.
To maintain the efficiency of this multiphase project, a partial GMP is required for the section of the facility that contains the science labs, allowing construction to commence.
In accordance with the CMAR agreement, the Design Professional, Construction Manager, Program Manager, and DCSD Operations have collaboratively developed the design, construction phasing plan, and GMP proposal in the district's best interest.

The RFQu was issued on August 7, 2025, and notification of the upcoming solicitation was sent via email to 50 vendors from the DCSD vendor list and 962 vendors through the State of GA Procurement Registry. The solicitation was advertised in the Champion Newspaper and posted on the DCSD website. On September 11, 2025, four (4) statements of qualifications were received. All were deemed responsive and evaluated by a selection committee. This recommendation is based on the evaluations.
F.H. Paschen S. N. Nielsen & Asso. LLC/dba F.H. Paschen will be responsible for the construction management services as set forth in the proposal documents. The DeKalb County School District’s Standard Form of Construction Management Contract will be used. The award of this contract will allow for the commencement of the pre-construction phase of the construction management services for this project.

Travis Foust, $300 for Associate Attorneys and $125 for Paralegals, excluding necessary expenses and any necessary complex litigation, which will be determined and authorized by the Board Chair and Superintendent on a case-by-case basis.
Details: If approved by the Board, the Parks law firm will represent the District in any future proceedings filed by the City of Atlanta in the case of City of Atlanta, et al v.
