iii. E-SPLOST VI ~ Wynbrooke Elementary School Security Vestibule & Gym HVAC- General Contractor Services (Not to Exceed $608,500)

Request: It is requested that the Board of Education award the contract to Centennial Contractors Inc. for GC Services for the Capital Improvement Project #27736. Wynbrooke Elementary School Security Vestibules and HVAC System not to exceed $608,500.
Why: Approval of the award of the General Contractor Services contract for the capital improvement project 27736. The Wynbrooke ES Security Vestibules and HVAC System project, in accordance with the DeKalb County School District’s (“DCSD”) voter-approved E-SPLOST VI program, will provide a safe and healthy learning environment for students and staff.
Details: After DeKalb voters approved the 2022-2027 ESPLOST VI referendum on December 22, 2021, the Board approved an initial list of projects for E-SPLOST VI on February 1, 2023. This list included the Wynbrooke ES security vestibule and Gymnasium HVAC system.
The RFP was issued on August 7, 2025, and notification of the upcoming solicitation was sent via email to 208 vendors from the DCSD vendor list and 478 vendors through the State of GA Procurement Registry. The solicitation was advertised in the Champion and posted on the DCSD website. Nine (9) representatives attended the mandatory pre-proposal meeting on August 5, 2025, representing five (5) general contractors.
On October 9, 2025, four (4) proposals were received and three (3) proposals were deemed responsive and evaluated by a selection committee. This recommendation is based on the review and evaluation of the responsive submittals received.
Financial impact: The total contract, not to exceed $608,500 will be allocated from the construction cost code SP6CIP.27736.GENCONTR.0102 under the voter-approved E-SPLOST VI program.

Scope:
Contract Award for E-SPLOST VI Project - RFP No. 25-752-009 – Centennial
Contractors Enterprise, Inc. –The Request for Proposals (RFP) is for General
Contractor services for the Wynbrooke ES Security Vestibule and Gymnasium HVAC
system project award. Specific details related to the scope of work can be found at

Contract Term:
The contract will begin upon Dekalb County Board of Education (“the Board”) approval
at the January 12, 2025, meeting and a subsequent fully executed contract.
