Request: It is requested that the Board of Education establish Phase I of the 2nd Guaranteed Maximum Price (GMP) for $651,605.34 for work included in Phase I of the E-SPLOST V Champion Theme Middle School project, pursuant to the terms of the existing Construction Manager at Risk (CMAR) contract with Balfour Beatty.
Why: This action amends the current agreement with Balfour Beatty to incorporate the work included in Phase I of the 2nd GMP and formally establishes the Phase I - 2nd GMP at $651,605.34.
Details: On December 11, 2023, the Board of Education approved the award of a CMAR contract to Balfour Beatty for Pre-Construction Services in the amount of $50,000.
On May 6, 2024, the Board established a Phase I Guaranteed Maximum Price of $22,779,266 for work included in Phase I of the E-SPLOST V Champion Theme Middle School project.
To maintain the efficiency of this multiphase project, a partial GMP is required for the section of the facility that contains the science labs, allowing construction to commence.
In accordance with the CMAR agreement, the Design Professional, Construction Manager, Program Manager, and DCSD Operations have collaboratively developed the design, construction phasing plan, and GMP proposal in the district's best interest.
Financial impact: This project will be funded through E-SPLOST V Project 35835 - Champion Theme Middle School Major Building Systems Replacement. If approved, a budget reallocation of $651,605.34 from Program Contingency will be necessary for the construction cost code (SP5FACCON.35835.GENCONTR).

CHRONOLOGY OF THE AGENDA ITEM
December 11, 2023: The Board of Education approved the award of a Construction
Management at Risk (CM@R) contract to Balfour Beatty for Pre-Construction Services in the
amount of $50,000.00.
May 6, 2024: The Board of Education established a Phase I Guaranteed Maximum Price (GMP)
of $22,779,266 for the work included in Phase I of the E-SPLOST V Champion Theme Middle
School project previously awarded to Balfour Beatty.
The Phase II GMP package is still in development. To maintain project progress, a partial GMP
can be established for the section of the facility containing the science labs, allowing work to
begin while the full Phase II package is completed.
In accordance with the CM@R agreement, the Design Professional (SSOE), Construction
Manager at Risk (Balfour Beatty), Program Manager (ACERM), and DCSD Operations have
collaborated to develop the design, establish a safe construction phasing plan, and prepare Phase
I of the second GMP in the best interest of the DeKalb County School District.
If approved, this action will establish Phase I of the second Guaranteed Maximum Price in
the amount of $651,609.34.
