Request: It is requested that the DeKalb County Board of Education approve the renewal contract for EAP (Employee Assistance Program) Services to Health Advocate Solutions, Inc., for an amount not to exceed $162,000.
Why: The well-being of our employees directly impacts the health, culture, and productivity of our schools and central offices. While our school social workers play a vital role in supporting student wellness and crisis intervention, their scope of work is specifically limited to student services and does not extend to meeting the mental health or crisis needs of staff members.
Details: The Division of Human Resources is looking to renew the EAP counselor for the upcoming school year. The counselor will provide confidential, short-term, solution-focused individual consultations to the client's designated personnel at the primary location, aimed at assisting employees with emotional, family, personal, or work-related behavioral concerns. These consultations may include on-demand and scheduled counseling sessions in response to traumatic events, proactive one-on-one consultations, individual wellness activities, and wellness check-ins. Additionally, the counselor will coordinate and facilitate group sessions and activities in partnership with the Human Resources leadership team. Group consultations may encompass training and workshops on topics/content in line with the client's guidelines, group wellness activities, group wellbeing check-ins, group training, debriefing and onboarding sessions, as well as group creative interventions and practices. The expected timeline for the contract is August 2026-August 2027.

AMENDMENT ONE
TO THE
LIFE & EMOTIONAL HEALTH ON-SITE SERVICES AGREEMENT
BY AND BETWEEN
DEKALB COUNTY SCHOOL DISTRICT
AND
HEALTH ADVOCATE SOLUTIONS, INC.
This Amendment One (“Amendment”) is entered into as of July 15, 2026 (the
“Amendment Effective Date”) by and between Dekalb County School District (“Client”)
and Health Advocate Solutions, Inc. (“Health Advocate”) (each a “Party” and
collectively, the “Parties”) and is intended to modify the terms and conditions under the
Agreement (defined below).
WHEREAS, the Parties entered into that certain Life & Emotional Health On-Site
Services Agreement dated August 6, 2025 (the “Agreement”), pursuant to which Health
Advocate agreed to provide Onsite Counselor Services; and
WHEREAS, pursuant to Section 2(a) of the Agreement, the current term of the Agreement
is set to renew on August 6, 2026; and
WHEREAS, the Parties desire to continue the Services provided under the Agreement for
an additional twelve (12) month term;
NOW, THEREFORE, in consideration of the mutual covenants and undertakings
contained herein and intending to be legally bound, the Parties agree as follows:
1. Term / Termination:
a. Effective August 6, 2026, the Term of the Agreement shall renew for an additional
one (1) year Term and shall continue through August 5, 2027. Except as expressly
set forth herein, the renewal provisions of Section 2(a) of the Agreement shall
remain unchanged.
2. Terms and Conditions:
a. This Amendment, together with the Agreement, constitutes the entire
understanding between the Parties relating to the subject matter herein and
supersedes any and all prior agreements, arrangements or understandings
relating to the subject matter hereof.
b. In the event of any a conflict between the terms and conditions of the Agreement
and the provisions of this Amendment, this Amendment shall take precedence.
Any capitalized term not otherwise defined in this Amendment shall have the
meaning ascribed to it in the Agreement. Other than as modified and
supplemented herein, the Agreement shall remain in full force and effect.
c. Counterparts. This Amendment may be executed in counterparts, each of which
shall be deemed an original and all of which shall constitute one and the same
instrument. Executed signatures transmitted electronically, including PDF or other
electronic means, shall be deemed original signatures and shall be fully effective
and binding upon the Parties.
IN WITNESS WHEREOF, the Parties hereto, through their duly authorized officers, have
executed this Amendment as of the Effective Date set forth above.
