b. Memorandum of Agreement with Communities In Schools of Atlanta, Inc. for Integrated Student Support Services (Not to Exceed $500,000)

Summary: Presented by: Triscilla Weaver, Ph.D., Chief of Access & Opportunity, Division of Access & Opportunity
Request: It is requested that the DeKalb County Board of Education approve the Memorandum of Agreement between Communities In Schools of Atlanta, Inc. (CIS) and the DeKalb County School District (DCSD) for a total amount not to exceed $500,000. This funding will support the delivery of community-based, integrated student support services at eight identified schools during the 2026-2027 school year.
Why: Communities In Schools of Atlanta, Inc. is a research-based partner dedicated to improving student outcomes through integrated student support services. The organization provides evidence-based interventions designed to strengthen academic achievement, improve attendance, increase student engagement, and promote post-secondary success.

The requested funding will support the placement of Communities In Schools (CIS) site coordinators at eight identified schools: Clarkston High School, Columbia High School, Cross Keys High School, Stone Mountain High School, Towers High School, Columbia Middle School, Ronald E. McNair Middle School, and Stone Mountain Middle School. Site coordinators will provide targeted interventions, coordinate wraparound services, and connect students and families with school and community-based resources to address barriers to learning. This agreement also expands services to three additional schools during the 2026-2027 school year, strengthening continuity of support across feeder patterns and better addressing the identified needs of students, families, and the surrounding community. Expanding services will enhance the continuum of academic, social-emotional, and wraparound support, creating a seamless network of resources as students transition between grade levels while responding to the unique needs of each school community.

Communities In Schools of Atlanta, Inc. successfully met the goals and contractual deliverables established under the previous agreement. The organization remains committed to delivering high-quality, evidence-based integrated student support services that improve student outcomes through coordinated case management, strategic partnerships, and comprehensive school and community resources.
Details: Communities In Schools of Atlanta, Inc. will partner with the DeKalb County School District (DCSD) to implement the evidence-based CIS Model, delivering comprehensive, school-based integrated student supports designed to remove barriers to student success. The CIS Model is grounded in a continuous improvement framework that includes comprehensive needs assessment, strategic planning, coordinated delivery of integrated student support, ongoing progress monitoring, and evaluation of student and program outcomes. Through this partnership, CIS will provide intensive case management services to identify at-risk students, connecting them with individualized academic, behavioral, social-emotional, and basic need support. By coordinating school and community resources, CIS will help students overcome barriers to learning, improve attendance and engagement, strengthen academic performance, and increase their likelihood of remaining on track for grade promotion and high school graduation. This integrated approach fosters equitable access to resources and services that support students' long-term academic success and overall well-being. It is important to note that Stone Mountain Elementary School and Flat Shoals Elementary School currently receive CIS services through funding provided by the Georgia Department of Education under their designation as Comprehensive Support and Improvement Tier IV schools. Accordingly, funding for these schools is not included in this request, as they are supported through a separate funding source.

         and terms hereof.

    3. This Agreement may be terminated at any time in writing upon the mutual agreement of the parties. This
Agreement will terminate in any event at the end of the term, unless sooner terminated as provided for in
         this section.

    B. In the event of any termination of this Agreement, CIS agrees to promptly return to DCSD or destroy (with
such destruction confirmed in writing) any educational records of DCSD students, any other documents or

    C. In the event this Agreement is terminated by DCSD with cause, which shall include a breach by CIS of its
material obligations under this Agreement, prior to the end of the original term (i.e., the end of the school
year during which this Agreement is signed), CIS will promptly refund to DCSD any amounts paid by DCSD
that which were not earned by CIS. The fees payable hereunder shall be deemed earned by CIS on a pro-
rata basis for each school day during the original term hereof.

VI. Modification, Controlling Law, Authority and Validity of Agreement

or agreement binding upon, the other, and neither party has or will have authority to sell, pledge, transfer or
otherwise dispose of any assets of the other Party. Specifically, CIS and any person providing services
hereunder will not be an agent of DCSD and CIS will be solely responsible for all costs and expenses of
providing services hereunder over and above the amounts paid by DCSD.
    D. Should any section, paragraph, clause, provision, sentence, word or any other part of this Agreement, for any
reason, be declared or held invalid, such invalidity will not affect the validity of the remaining portion thereof,
which remaining portion will remain in full force and effect as if this Agreement had been executed with the
         invalid portion thereof eliminated.
    E. No party may assign this Agreement, or any part of this Agreement, or any rights, duties or obligations arising
under this Agreement without the prior written consent of the other parties. Any attempted assignment
without such prior written consent will be void and of no force or effect.

The key elements of the CIS Model include:
1. CIS Site Team

The CIS site team is led by a CIS Site Coordinator responsible for planning and managing all CIS
operations at the site and providing all Services. The site coordinator works closely with school
administrators, staff and teachers in this effort. The remaining part of the team may include varied
combinations of additional CIS staff, reassigned or repositioned staff, partners and volunteers, each with
defined roles and responsibilities based on CIS site operations plans.

2. Annual Needs Assessment

Each year CIS identifies needs based on multiple sources of data. These may include data collected by
DCSD and schools as part of overall school improvement initiatives, surveys and discussions with
staff, parents and students, and evaluation results from the previous year. Needs are prioritized in
consultation with school administrators and are used as the foundation for site operations planning.

3. Annual Site Operations Planning

Each year the CIS site team develops a comprehensive site operation plan to address identified needs. The
plan includes measurable objectives, as well as procedures for delivering Levels One and Two services,
monitoring and adjusting services, and evaluating and reporting effectiveness.

4. Delivery of Evidence-Based Services

According to the site operations plan, widely accessible Level One services are provided to help address
identified school-wide needs or to build and reinforce student assets. Targeted and sustained Level Two
services are provided for specific students who are identified as having the greatest risk of eventually
dropping out of school. Level Two services are provided based on individualized assessments and plans. CIS
Total Quality System standards define the frequency and saturation levels of services required for full
implementation of the CIS Model.

5. Monitoring and Adjusting Services

According to the site operations plan, the CIS site team regularly monitors and adjusts services as needed to
maximize effectiveness and impact. The team also provides regular progress reports to school and affiliate
leadership.

6. Evaluating the Effectiveness of Services

According to the site operations plan and the affiliate’s uniform data collection system, the CIS site team
implements a systematic data collection plan to evaluate the effectiveness of services on achieving school-wide
goals and addressing the needs of individual students, which goals and metrics are set forth in Appendix 2.

                                                                                                                9

7. Annual Reporting

The CIS Atlanta Leadership provides annual reports no later than August 1, 2024, unless there is a
district or state delay in data sharing. These reports are instrumental in planning site services for the
following year, as well as contributing to affiliate level reports for partners, the state office (if
appropriate) and the national office.
