Request: It is requested that the DeKalb County Board of Education (“the Board”) approve an increase in the spending limit of the previously approved cooperative purchasing agreement (Sourcewell RFP #081523) between DeKalb County School District (“DCSD”) and Hussey Seating Corporation, where their Exclusive Dealer, Southeastern Surfaces & Equipment, Inc. (SSE) will serve as a provider of installation services for bleacher seating, bleacher replacement, installation, and repair services districtwide not to exceed $3,000,000 to the following schools:
Cedar Grove Middle School
Ronald McNair High School
Dunwoody High School
Salem Middle School
Lakeside High School
Southwest DeKalb High School
Miller Grove High School
Why: DCSD continues to identify aging gymnasium bleacher systems that have exceeded their useful life and no longer meet current safety, operational, or accessibility standards. This additional authorization will allow DCSD to continue the districtwide bleacher replacement program by replacing bleacher systems at seven (7) additional schools and establishing a districtwide allowance for bleacher repairs and related safety improvements. The Board previously approved $2,000,000 under Sourcewell RFP #081523 for districtwide bleacher replacement projects. Under that authorization, six (6) schools have been approved for bleacher replacement projects. Subsequent facility inspections and vendor proposals have identified seven (7) additional schools (above) where bleacher systems require replacement due to structural wear, mechanical failures, outdated safety components, or non-compliance with modern accessibility and safety standards. Approval of this agenda item will allow the District to continue addressing these facility safety needs in a timely and cost-effective manner while utilizing the previously approved cooperative procurement contract.
Details: DCSD will continue utilizing Sourcewell Cooperative Contract #081523 with Hussey Seating Corporation for the purchase and installation of gymnasium bleacher systems. Southeastern Surfaces & Equipment, Inc. (SSE) serves as the exclusive authorized dealer for Hussey Seating Corporation in the State of Georgia and provides turnkey services including equipment procurement, installation, and related safety upgrades.
The requested $3,000,000 authorization will fund bleacher replacement projects at the following seven (7) schools based on vendor proposals:

Total of replacement quotes: $2,039,786. The remaining balance within the requested $3,000,000 authorization will establish a districtwide repair allowance to address urgent bleacher repairs and safety improvements that may arise during inspections or facility assessments.
The upgraded bleacher systems will include modern safety and accessibility features such as:
• ADA-compliant seating and accessibility improvements
• Upgraded deck systems and structural components
• Self-storing safety rails
• Intermediate access steps
• Updated bleacher operating systems
• Compliance with current safety and fire code standards
The Sourcewell contract #081523 - HSC is a four (4) year contract with three (3) one (1) year optional renewals. The DCSD contract with Hussey Seating with SSE as exclusive dealer is a districtwide contract approved in November 2025 through October 6, 2026. It is a one (1) year contract with four (1) year optional renewals subject to Board approval and available funding.

Scope:

Seating and Staging Solutions with Related Accessories and Services –
Scope for this request can be found in the Sourcewell RFP #081523 document
and is being sought for continued use by the DeKalb County School District to
provide installation and replacement services of gymnasium bleacher seating
systems throughout the district.
The Board previously approved $2,000,000 the initial contract for districtwide
bleacher replacement projects. Under that authorization, six (6) schools have
been approved for bleacher replacement projects.
This request seeks an additional $3,000,000 authorization to support bleacher
replacement projects at seven (7) additional schools and to establish a
districtwide allowance for bleacher repairs and related safety
improvements.
Contract Term:
The Sourcewell Cooperative Contract #081523 is a four-year (4) contract with three
(3), one (1) year renewal options. Hussey Seating Corporation is one of multiple
vendors awarded Contract No. 081523, effective October 5, 2023, through October
6, 2027, with the option to extend for three (3), one (1) year additional renewals
through May 26, 2030, at Sourcewell’s discretion.
The DCSD contract with Hussey Seating with SSE as exclusive dealer is a
districtwide contract approved in November 2025 through October 6, 2026.
It is one (1) year contract with four (1) year optional renewals subject to
Board approval and available funding.
Solicitation Process
On August 15, 2023, Sourcewell issued RFP# 081523, for Event Seating and
Staging Solutions with Related Accessories and Services. Hussey Seating
Corporation is one of multiple vendors awarded contract #081523 based on
their proposal’s response to the RFP. Southeastern Surfaces & Equipment, Inc.
is an exclusive dealer of Hussey Seating Corporation products.
Award Process
The DeKalb County School District previously received Board approval on
September 8, 2025, to utilize Sourcewell RFP #081523 for districtwide bleacher
replacement projects. This agenda item advances additional high-priority projects
with individual costs anticipated to exceed $100,000, requiring Board approval
pursuant to Board Policy DJE – D3(d), Exception to Competitive Selection
