Request: It is requested that the DeKalb County Board of Education (“the Board”) approve the contract award of ITB No. 26-717 District-Wide Plumbing Services in an amount not to exceed $7,500,000 to:

Why: Approval of the contract award for ITB 26-717 Districtwide Plumbing Services to multiple vendors under this contract will ensure the DeKalb County School District (DCSD) maintains district-wide capacity to address plumbing maintenance, repairs, renovations, specialty installations, drainage and waste line services, and emergency response services efficiently. Awarding all responsive vendors supports continuous operation and safety of all DCSD facilities while minimizing service delays and ensuring equitable access to qualified plumbing service providers across all operational regions of the District.

Details: The approval of this award will allow the Facilities Department to retain multiple, qualified vendors and provide timely and professional plumbing services district wide. The scope of work for ITB 26-717 - District-Wide Plumbing Services requires licensed Georgia plumbing contractors with commercial or institutional experience, including experience in occupied K-12 school environments. Comprehensive services include general plumbing repairs and services, restroom and locker room renovations, specialty installations, drainage and waste line services, and 24/7 emergency response with onsite response required within two (2) hours. The Invitation to Bid (“ITB”) solicitation was issued and posted to Ionwave, and posted to the DCSD website, on February 5, 2026. It was advertised in the Champion newspaper on February 5, 2026, and February 12, 2026. Electronic notifications were distributed to vendors through the State of Georgia Procurement Registry, DCSD Vendor Bid List and Ionwave. On March 6, 2026, eight (8) proposals were received and reviewed, and all were deemed responsive to the requirements of the solicitation.

Based on the bid tabulation and evaluation committee review, the committee recommended the award to all eight (8) responsive vendors, to provide adequate vendor coverage, competitive pricing, and efficient and timely response, to routine and emergency plumbing service needs across the District. Each individual task order is limited to $99,999, and no work may proceed without formal Work Authorization issued by DCSD. Based on the evaluation committee, the following companies were recommended for the award:
