Request: It is requested that the DeKalb County Board of Education approve the purchase and installation of physical security systems with Convergint Technologies for summer renovation projects at Cross Keys High School for an amount not to exceed $491,510.
Why: The Division of Information and Instructional Technology (DIIT) requests approval to procure physical security system upgrades and enhancements from Convergint Technologies to support summer renovation projects at multiple district facilities. The scope includes upgrades and expansion of access control, intrusion detection, and video surveillance systems necessary to maintain district security standards and ensure continued protection of students, staff, and visitors.
These improvements will be implemented in coordination with scheduled facility renovations to ensure security infrastructure remains fully integrated with building improvements. Convergint will design, furnish, install, program, and commission the required systems to align with district security platforms and operational requirements.
Details: The physical security scope for the summer renovation projects was developed in coordination with district leadership, school safety stakeholders, and facilities staff to address security infrastructure needs associated with building improvements across the identified campuses and administrative locations.
Convergint Technologies will provide upgrades and enhancements to existing district-standard physical security systems, including access control systems, intrusion detection systems, and video surveillance systems. The work will ensure that renovated spaces are equipped with fully integrated security infrastructure that aligns with district technology standards and safety protocols.
Key Services Include:
Physical Security System Enhancements= $427,400.00
Convergint Technologies will provide comprehensive upgrades and enhancements to the district’s physical security infrastructure, including access control, intrusion detection, and video surveillance systems.
Access Control - includes installation of the district-standard LenelS2 OnGuard platform, new control panels and field devices, card reader door packages, monitored door systems, and integration of all devices into a unified, districtwide access control environment.
Intrusion Detection - includes installation of a new Bosch intrusion detection system, including control panels, motion detection devices, monitored door inputs, and associated infrastructure. The system will be fully integrated with the access control platform to support centralized monitoring and alarm event notification, with programming, commissioning, and system testing included.
Video Surveillance - includes installation of an enterprise video management system and network video recording infrastructure, along with a combination of multi-sensor, dual-sensor, fisheye, and standard dome cameras to provide comprehensive coverage across the facility. All cameras and recording systems will be fully integrated with the district’s existing security platforms to support centralized monitoring and visual verification of events.
Across the full scope of work, Convergint will provide project management, equipment procurement, installation, device hardening to support cybersecurity standards, system programming, commissioning, testing, training, and warranty services to ensure all systems are fully operational and aligned with district technology and safety requirements.
Contingency = $64,110
A contingency amount of 15% above quoted costs is included to manage unforeseen conditions associated with network installation in a new construction environment and to ensure timely project completion.

you for providing Convergint with the opportunity to present this proposal addressing your
electronic security needs.
The following security proposal is specifically designed to meet your needs. As your single
point of contact, please feel free to contact me with any additional questions you may
have. Thank you again for trusting Convergint as your partner.
Scope of Work
Convergint has prepared this proposal design, furnish, coordinate, install, and
commission an access control system (ACS), intrusion detection system (IDS), and
video surveillance system (CCTV) for the above-referenced project. This proposal
includes the detection and notification equipment as represented in the attached bill of
material, as detailed below. In addition, it represents a code-compliant system including
interfaces to other building system functions & equipment, as required. In the event that
the Convergint scope is dependent on other trades, it is assumed that a reasonable
amount of time will be made available for mobilization and delivery of scope.
This proposal includes a full system installation at Cross Keys High School which shall
be installed to the local jurisdiction’s current IBC/IFC (2018), NFPA 70/NEC (2020),
NFPA 72 (2019), DBCA (2019) codes & standards, and manufacturers requirements for
which the project is vested. All labor estimated for this project is during regular business
hours. Convergint to execute this project in one phase, and is only the portion of work
referred to by the IT “Sequencing Plan” dated 03-02-2026 sections “J,” “L,” “D,” and
“H.” All work is based on the Cross Keys High School Electrical low voltage drawings
dated 11-07-2025.
This phase includes the engineering time to generate the security submittal
drawings required for all phases of Cross Keys High School.
Access Control System (ACS)
The access control system proposed is an OnGuard access control system
manufactured by Lenel S2 (Honeywell).
o Please note that rebadging of school badge holders would need to be
completed by DCSD prior to system activation.
o NOTE: This work will also convert the additional six (6) “out of scope”
doors to the new district-wide access control system such that the
entire campus is operating on one (1) access control system.
Access Control Panel (ACP):
o Convergint to furnish, device harden and install four (4) new LifeSafety
enclosures with a total of seventeen (17) Mercury controllers to be mounted
within the rooms IT 410, IT 109, and Electrical 824A (or the area to become
824A). This phase includes the infrastructure for the access control
doors and monitored doors of future phases of Cross Keys High
School.
Convergint to use existing ACS 120VAC circuits, where available;
otherwise Electrical contractor to provide 120VAC circuit.
Electrical contractor to provide fire alarm relay at panel for door lock
interface.
Others to provide IP drop and static IP address (3 [blue cable]; IT 410,
IT 109, and Electrical 824A).
o Convergint to furnish, device harden and install the devices for temporary use
during construction. All field devices to remain as-is.
One (1) LifeSafety enclosure with a total of two (2) Mercury controllers
to be mounted within existing MDF 257.
Convergint to reconnect the existing four (4) card reader doors
(lobby entry, entry near lobby, entry by the media center, and
entry by cafeteria which will be demoed in future phases) and
reuse existing ACS 120VAC circuits, IP drop and static IP
address.
Controllers shall be reused in a future phase following the
demolition of the existing MDF room.
Two (2) single-door Mercury controllers within individual enclosures for
the end of hallway doors for the 200 and 300 halls. These controllers
will then be reused as temporary controllers for IDF rooms until the
final access control panel in IT 153 is installed once the doors have
been demolished.
Convergint to provide IP drops required to nearby IDF switch;
60W POE required.
Others are to provide the port assignments and static IP
addresses.
Reconnect the existing card reader door at the DeKalb Tech entry near
Health Science 303 to new access control panel in IT 410 until the
door is demolished.
Card Reader Door Packages: Convergint to furnish and install eleven (11) exterior
card reader door packages, and two (2) IDF card reader door packages. Each door
package includes one (1) card reader, one (1) motion-activated PIR request-to-exit
sensor, and door position sensors for a total of twenty-four (24) door position
sensors.
o For each exterior door package: One (1) door-prop-alarm sounder is included.
o Others to provide one (1) exit device with electric latch retraction hardware
set on the active leaf closest to the card reader with lock power supply.
Electrical contractor to mount and connect 120VAC to lock power
supply above accessible ceiling near new card reader door.
Convergint to provide low-voltage cabling and connect the electrified
exit device to the associated lock power supply and ACS.
o BlueDiamond style card readers to be installed only within the building interior
with keypads on network rooms.
o Electrical Contractor to provide single-gang box for card reader (42” A.F.F.)
and conduit stub-up to accessible ceiling.
o Electrical contractor to provide pathway with string within new door frame to
accessible ceiling for electric door hardware.
o Cabling and connections to automatic door openers is not included.
Monitored Door Packages: Convergint to furnish and install thirteen (13) new
monitored door packages with a total of twenty-one (21) door position sensors. Each
package includes one (1) door prop alarm sounder, and door position sensors.
Multiple door sets that comprise a single-entry location (i.e. main entry), excluding
any card reader sets, are considered as one (1) monitored door. Door prop alarm
sounders and door position sensors are wired to ACP.
Programming: Convergint to program new Mercury controllers within the district’s
existing district-wide OnGuard platform and commission the newly installed devices.
Testing: Convergint to provide 100% testing upon completion of the installation.
Intrusion Detection System (IDS)
The intrusion detection system proposed is a Bosch intrusion system.
o NOTE: The building will have two different and active intrusion
detection systems while the building is under construction.
Intrusion Detection Control Panel: Convergint to furnish, device harden and install
one (1) new Bosch control panel within room IT 410. The Bosch control panel shall
have (2) IP drops [One (1) IP drop is for ACS integration (internal security VLAN)
and one (1) is for primary monitoring (outgoing alarm VLAN)], and one (1) POTS line
connected to a cellular module for back-up monitoring.
o Convergint to use existing IDS 120VAC circuit.
o Others to provide two (2 [red cable]; IT 410 {x2}) IP drop and static IP
addresses.
o System alarm monitoring is included for the first two (2) years, the expected
duration of construction.
Intrusion Detection Device Power Panel: Convergint to furnish and install two (2)
new Altontix power supply at IT 410 and Electrical 824A to power all phase-related
field intrusion devices.
Monitored Door Packages: Convergint to monitor twenty-four (4) door sets via 8-
input modules at the ACP locations. Monitored door sets include the exterior card
reader door sets and monitored door sets mentioned above.
Field Intrusion Devices: Convergint to furnish and install thirty-eight (38) new
motion-activated PIR sensors and five (5) overhead door position sensors.
Intrusion Input Devices: Convergint to furnish and install forty-five (45) new single
input modules for the intrusion devices, such as motion sensors and overhead door
position sensors. Each input module shall be installed within 4” square boxes
(included) in the accessible ceiling, typically outside of the classroom where its
associated intrusion device is located.
Programming: Convergint to program Bosch control panel and commission the
newly installed devices. Integration into the OnGuard access control system for
monitoring and alarm event notification is included.
Testing: Convergint to provide 100% testing of all connected devices upon
completion of the installation.
Video Surveillance System (CCTV)
The video surveillance system proposed is a CompleteView version 8.2 video
management system manufactured by Sailent Systems with cameras manufactured
by Hanwha Vison.
Network Video Recorder: Convergint to furnish, device harden and install one (1)
new network video recorders (NVR) in a network rack in the data center at the
William Brady Bryant Technology Center (2652 Lawrenceville Hwy, Decatur, GA
30033).
Cameras: Convergint to furnish, device harden and install ten (10) multi-sensor
cameras, three (3) dual-sensor cameras, six (6) 360° “fisheye” cameras, and
eighteen (18) dome cameras.
o Camera licenses for net-new cameras is included. Existing camera licenses
shall be reused.
o Others to provide IP drops and static IP addresses (37).
Network Infrastructure: Others to provide all required network cabling, patch
panels, surge protection devices, network switches and network uninterrupted power
supplies (UPS).
Programming: Convergint to program a CompleteView system per district
standards and commission the newly installed devices. Integration into the OnGuard
access control system for visual verification of alarm events is included.
Testing: Convergint to provide 100% testing upon completion of the installation.
Required by Others
Electrical Contractor to provide 120VAC circuit(s) for panels (IT 410 {x2}, IT 109, and
Electrical 824A).
Electrical Contractor to provide fire alarm relay for ACS panels (IT 410, IT 109, and
Electrical 824A).
Others to provide IP drops (42; 5 for panels [IT 410 {x3}, IT 109, and Electrical 824A]
and 37 camera locations).
Electronic locking devices for reader doors.
Others to provide all required network cabling, patch panels, surge protection
devices, network switches and network uninterrupted power supplies (UPS).
Device Hardening (reduce cyber risk)
Convergint may provide Device Hardening services for certain qualifying and scoped
equipment. Services may include disabling unused & non-essential device features,
disabling unused network comms (e.g., services, ports), changing default passwords,
and updating firmware. The hardening services provided will depend on the equipment
being installed, equipment capabilities, and manufacturer-provided permissions and
recommendations. Not all equipment may receive hardening. Ask your Convergint
contact for details on qualifying equipment and the hardening services being provided.
These are one-time services — ask your Convergint contact for information on how
Convergint can provide ongoing support.
Convergint cannot guarantee the security of the devices it installs or of Customer’s
IT environment, no networked system is completely secure, and Customer remains
ultimately responsible for its IT environment.

Price
Clarifications and Exclusion
1. Pricing is based on current market conditions and does not include any potential
tariffs, duties, or manufacturer-imposed surcharges that may arise during the course
of the project. If such costs are incurred due to changes in trade policies, supply
chain disruptions, or other external factors beyond Convergint’s control, Convergint
will assess their impact and submit a formal change order for review. Project
continuation may require an adjustment to the budget accordingly. Customer’s
agreement to the change request will not be unreasonably withheld.
2. All work proposed herein, shall be performed during normal business hours Monday
through Friday 8:00 am - 5:00 pm.
3. Low voltage wiring shall be installed via open air code approved methods.
4. Provision or installation of conduit, wire, boxes, fittings or other electrical installation
materials unless specifically listed under Inclusions or Bill of Materials.
5. Permits or associated fees are not included.
6. Customer to provide static IP addresses and network connections at panel locations.
7. Customer to provide a secured staging & storage area for project related materials.
8. Pricing assumes that electronic Auto CAD files are available from customer for our
use in creating submittal drawings.
9. Fifty percent (50%) of the proposed sell price shall be payable to Convergint for
project mobilization. Mobilization shall be invoiced and due upon customer
acceptance of this proposal.
10. Proposal does not include sales tax unless otherwise noted.
11. Anything in the Contract Documents notwithstanding, in no event shall either
Contractor or Subcontractor be liable for special, indirect, incidental or consequential
damages, including commercial loss, loss of use, or lost profits, even if either party
has been advised of the possibility of such damages.
12. Convergint reserves the right to negotiate mutually acceptable contract terms and
conditions with customer by making mutually agreeable changes to the formal
contract included in the Bid Documents.
13. Supply Chain Delays & Price Adjustments: Customer acknowledges that supply
chain disruptions and shipping delays may occur for reasons beyond Convergint’s
reasonable control and agrees to grant reasonable extensions for such delays.
Pricing is based on current market conditions and excludes increases due to tariffs,
duties, manufacturer-imposed surcharges, or other cost increases arising from trade
policy, regulatory actions, or external factors beyond Convergint’s control. If such
cost increases arise, Convergint will submit a formal change order, and Customer
agrees to approve reasonable adjustments. Convergint will use commercially
reasonable efforts to minimize such increases.
