j. Approval of Physical Security Systems with Convergint Technologies for Summer Renovations at Cross Keys High School (Not to Exceed $491,510)

Request: It is requested that the DeKalb County Board of Education approve the purchase and installation of physical security systems with Convergint Technologies for summer renovation projects at Cross Keys High School for an amount not to exceed $491,510.
Why: The Division of Information and Instructional Technology (DIIT) requests approval to procure physical security system upgrades and enhancements from Convergint Technologies to support summer renovation projects at multiple district facilities. The scope includes upgrades and expansion of access control, intrusion detection, and video surveillance systems necessary to maintain district security standards and ensure continued protection of students, staff, and visitors.
These improvements will be implemented in coordination with scheduled facility renovations to ensure security infrastructure remains fully integrated with building improvements. Convergint will design, furnish, install, program, and commission the required systems to align with district security platforms and operational requirements.
Details: The physical security scope for the summer renovation projects was developed in coordination with district leadership, school safety stakeholders, and facilities staff to address security infrastructure needs associated with building improvements across the identified campuses and administrative locations.
Convergint Technologies will provide upgrades and enhancements to existing district-standard physical security systems, including access control systems, intrusion detection systems, and video surveillance systems. The work will ensure that renovated spaces are equipped with fully integrated security infrastructure that aligns with district technology standards and safety protocols.
Key Services Include:
Physical Security System Enhancements= $427,400.00
Convergint Technologies will provide comprehensive upgrades and enhancements to the district’s physical security infrastructure, including access control, intrusion detection, and video surveillance systems.
Access Control - includes installation of the district-standard LenelS2 OnGuard platform, new control panels and field devices, card reader door packages, monitored door systems, and integration of all devices into a unified, districtwide access control environment.
Intrusion Detection - includes installation of a new Bosch intrusion detection system, including control panels, motion detection devices, monitored door inputs, and associated infrastructure. The system will be fully integrated with the access control platform to support centralized monitoring and alarm event notification, with programming, commissioning, and system testing included.
Video Surveillance - includes installation of an enterprise video management system and network video recording infrastructure, along with a combination of multi-sensor, dual-sensor, fisheye, and standard dome cameras to provide comprehensive coverage across the facility. All cameras and recording systems will be fully integrated with the district’s existing security platforms to support centralized monitoring and visual verification of events.
Across the full scope of work, Convergint will provide project management, equipment procurement, installation, device hardening to support cybersecurity standards, system programming, commissioning, testing, training, and warranty services to ensure all systems are fully operational and aligned with district technology and safety requirements.
Contingency = $64,110
A contingency amount of 15% above quoted costs is included to manage unforeseen conditions associated with network installation in a new construction environment and to ensure timely project completion.

Chronology- Physical Security Systems Upgrade and Expansion at Cross Keys HS
(Convergint Technologies)
The Division of Information and Instructional Technology (DIIT), in coordination with district
leadership, school safety stakeholders, and facilities staff, identified the need to upgrade and
expand physical security systems at Cross Keys High School as part of ongoing renovation and
expansion efforts. Planning activities were aligned with phased construction sequencing
(Phases D, H, J, and L) and focused on ensuring that all renovated and newly constructed
spaces are equipped with fully integrated, district-standard security infrastructure.
Following this planning process, DIIT worked with Convergint Technologies to develop a
comprehensive scope of work for access control, intrusion detection, and video surveillance
systems. The proposed solution is designed to align with existing district enterprise security
platforms, support centralized monitoring and management, and ensure consistency across all
facilities. The scope includes system design, equipment procurement, installation, programming,
commissioning, and testing, as well as coordination with construction activities to ensure
seamless integration with building improvements.
Key Services Include:
Physical Security System Enhancements = $427,400.00
Access Control System (ACS):
● Installation of district-standard LenelS2 OnGuard access control system components to
support expanded and renovated areas
● Installation of new LifeSafety enclosures and Mercury controllers across MDF and IDF
locations to support both current and future phases
● Installation of exterior and interior card reader door packages, including readers,
request-to-exit sensors, and door position monitoring devices
● Installation of monitored door packages with door position sensors and alarm sounders
to enhance door monitoring and security compliance
● Reconnection of existing access-controlled doors and conversion of additional doors to
ensure a unified, campus-wide access control system
● Integration of all access control devices into the district’s centralized enterprise platform
for consistent monitoring and management
● Device hardening, system programming, and full functional testing to ensure system
reliability and cybersecurity alignment
Intrusion Detection System (IDS):
● Installation of Bosch intrusion detection control panel and supporting power
infrastructure within designated telecommunications and electrical spaces
● Deployment of motion detection sensors, overhead door position sensors, and intrusion
input modules throughout renovated and newly constructed areas
● Integration of intrusion detection system with the access control platform to enable
centralized monitoring and coordinated alarm response
● Installation of supporting infrastructure to accommodate phased construction and ensure
continuous system operation during renovation activities
● Programming, commissioning, and full system testing of all intrusion detection
components
● Provision of monitoring services during the construction period to maintain continuous
protection of the facility
Video Surveillance System:
● Installation of enterprise video management system and network video recording
infrastructure aligned with district standards
● Deployment of a combination of multi-sensor cameras, dual-sensor cameras, fisheye
cameras, and standard dome cameras to provide comprehensive interior and exterior
coverage
● Installation of camera mounting hardware and associated components to support optimal
placement and coverage across the facility
● Integration of video surveillance system with access control platform to enable visual
verification of security events
● Configuration, programming, commissioning, and full system testing to ensure
operational readiness and system performance
Project Implementation and Support Services:
● Project management and coordination with district staff, contractors, and renovation
teams to align security installation with construction schedules
● Equipment procurement, delivery, staging, and logistics management
● Installation, mounting, and termination of all security devices and system components
● Device hardening to reduce cybersecurity risk, including securing configurations and
updating firmware where applicable
● System programming, commissioning, testing, and validation of all installed components
● Training for district personnel and delivery of system documentation
● Warranty services to support ongoing system reliability and performance
Contingency = $64,110.00

associated with network installation in a new construction environment and to ensure timely
project completion.
Procurement
Pursuant to Board of Education Purchasing Policy DJE III.C.3., purchases or contracts with a
total estimated cost of $100,000.00 or more shall be awarded through a written competitive
sealed bid process to the lowest responsible, responsive bidder, or through a competitive
request for proposal process where the offer deemed to be the most advantageous to the
District may be selected. The competitive solicitation for RFP 22-475 was conducted in
accordance with DeKalb County School District procurement policies.
