Request: It is requested that the DeKalb County Board of Education (“the Board”) approve use of the ITB 21- 752-018 Roofing Contractor Services Contract between DeKalb County School District (“DCSD”) and Core Roofing Systems, Inc. to provide expedited roof repair services for the Sagamore Hills Elementary School and Canby Lane Elementary School projects for an amount not to exceed amount of $2,500,000.
Why: This request is to approve the use of ITB 21-752-752 - Roofing Contractor Services. Core Roofing Systems, Inc., an approved vendor, will provide urgent roofing services for the Sagamore Hills Elementary and Canby Lane Elementary Schools to mitigate deterioration and structural integrity of the roofing and supporting systems without interruption to school operations and functions.
Details: The roofing systems at Sagamore Hills Elementary and Canby Lane Elementary Schools have reached conditions that pose an expedited need for replacement/repair while the building is unoccupied. These circumstances meet the definition of an emergency purchase under Board policy. Therefore, expedited procurement is required. This Exceptions to Competitive Selection approach will provide safe, clean, and efficient learning environments and preserve DCSD’s capital assets and prevent further deterioration.
Financial impact: The total contract amount for these services in the amount not to exceed $2,500,000 will be funded from the Local Capital Project Fund.

Projects: Roof Project at Canby Lane Elementary School
Subject: The following proposal outlines the scopes of work to install TPO roof systems per the
manufacturer’s specifications.
Delivery, Storage and Handling:
• Deliver products in manufacturer’s original containers, dry, undamaged with seals and
labels intact.
• Store products in weather protected environment, clear of ground and moisture.
• Materials will be always stored evenly on the roof.
• Materials will be covered, protected and properly secured from the elements.
• No materials will be placed within a ten-foot perimeter of the buildings open edge.
• Material Safety Data Sheets (MSDS) to always be on site.
• Keep combustible materials away from ignition sources.
Project Preparation:
• Perform a pre-job inspection with the building owner representative to determine best
set up area, dumpster locations and debris removal locations.
• Furnish and install all required safety equipment per Core Roofing Systems and OSHA
guidelines.
• Upload all materials to complete the project in accordance with good roofing practices.
System Installation: Canby Lane Elementary School (Approximately 13,600 Sqft)
• Remove the existing roofing down to the existing structurally sloped steel decking. Only
remove what can be replaced the same day.
• Remove and replace a 30’x30’ area of severely rusted out structural steel decking with
new decking to match the existing
• Provide and mechanically attached (2) layers of 2.2” polyisocyanurate insulation over
the existing decking per the manufacturer’s warranty requirements
• Provide and mechanically attached new ½” per foot tapered insulation crickets between
the primary drains to direct all waterflow to the drains, allowing for proper drainage.
• Provide and mechanically attached new .060 TPO membrane over the newly installed
polyisocyanurate insulation per the manufacturer’s warranty requirements
• Flash up and over all perimeter parapet walls with new .060 TPO membrane prior to the
installation of new edge metal.
• Provide and install TPO curb and penetration flashings per manufacturer’s specifications
and approved details.

• Shop fabricate and install approximately 730 linear feet of new 24-gauge galvanized
Fascia to replace the existing coping cap.
• Shop fabricate and install approximately 140 linear feet of new 24-gauge galvanized
counter/slip-flashing to replace the existing.
o Metal color to be chosen from a standard metal era color chart by an approved
project representative
