Request: It is requested that the DeKalb County School Board of Education ratify and approve the fourth of four (4 of 4) contract renewal for RFP 22-752-003 for Swimming Pool Maintenance Services to StandGuard Aquatics, not to exceed $1,000,000.
Why: This request is a contract ratification and renewal for StandGuard Aquatics, Inc., to provide swimming pool maintenance services on an as-needed basis at Chamblee High School, Columbia High School, and Lakeside High School in a timely and cost-effective manner. This request extends the agreement for an additional year from April 22, 2026 - April 21, 2027.
Details: On February 14, 2022, the Board of Education approved StandGuard Aquatics, Inc. as the most responsive and responsible offeror for swimming pool maintenance services. This request ratifies and renews the contract to provide pool maintenance services at Chamblee High School, Columbia High School, and Lakeside High School. This recommendation is for the fourth and final (4 of 4) one (1) year contract renewal option. The increase in the spending limit reflects higher service utilization, rising labor and chemical costs, and the continued maintenance needs of three competitive high school aquatic facilities. Approval will ensure uninterrupted operations, regulatory compliance, and protection of the District’s aquatic infrastructure investment.
Financial impact: The total contract amount for Swimming Pool Maintenance Services in the amount not to exceed $1,000,000 will be allocated from the General Fund Budget, Deferred Maintenance (100.2600.541013.00011.7520.9990.8013.040.0000).

Scope:
Renewal of RFP 22-752-003 Swimming Pool Maintenance Services -
StandGuard Aquatics, Inc. to provide as-needed services as specified in the bid
documents and Owner’s Criteria and Scope of Work.
Contract/Renewal Term:
The DeKalb County Board of Education (“the Board”) approved the award for an
initial one (1) year term for a Not to Exceed amount of $250,000 with four (4), one
(1) year options to renew subject to Board approval on an annual basis.
The renewals terms are as follows:
• Contract Year 1 (Initial Contract Effective) – March 2, 2022 – March 1,
2023 – Not to Exceed $250,000.
o Board Approved -January 9, 2023- Budget Readjustment – Increase in
Spend Limit of $125,000 (from $250,000 to $375,000).
Contract Year 2/Renewal #1 (#1 of 4) – No Renewal on File
• Contract Year 3/ Renewal #2 (#2 of 4) – Effective April 12, 2024- April
11, 2025, Not to Exceed $500,000.
• Contract Year 4/ Renewal #3 (#3 of 4) – Effective April 12, 2025- April
11, 2026 – Not to Exceed $500,000.
• Contract Year 5/Renewal #4 (#4 of 4) – Effective April 12, 2026 – April
11, 2027
o The current agenda item seeks the Board of Education approval
for the fourth and final (#4 of 4) one (1) year renewal options.
Solicitation, Award, and Renewal Process:
At its business meeting on February 14, 2022, the Board of Education approved the
award of RFP 22-752-003 to StandGuard Aquatics, Inc. as the most responsive and
responsible offeror to provide pool maintenance services on an as needed basis, for
an initial one (1) year with four (4) one (1) year options to renew subject to Board
approval on an annual basis.
At its business meeting on Monday, January 9, 2023, the Dekalb Board of Education
approved a budget readjustment to increase the spend limit of the initial contract
to $375,000.
This agenda item seeks the Board of Education approval for the fourth and (#4 of 4)
one (1) year contract renewal options for StandGuard Aquatics, Inc. for swimming
pool maintenance services for Chamblee High School, Columbia High School, and
Lakeside High School in the not to exceed amount of $1,000,000.
