Chronology: Network Cabling, Interior Fiber Infrastructure and Wireless (ICN)
New Sequoyah HS/MS & Cross Keys High School

The Division of Information and Instructional Technology (DIIT) identified the need for
comprehensive network infrastructure and connectivity services to support the opening of New
Sequoyah High School, New Sequoyah Middle School, and New Cross Keys High School. These
needs were validated through planning activities associated with new school construction,
district network standards, and coordination with construction and instructional technology
teams.

Following the planning phase, DIIT worked with Integrated Communication Networks, Inc. (ICN)
to develop a scope of services focused on establishing the core network foundation required for
instructional, administrative, safety, and operational systems across both campuses. The
proposed work includes structured cabling systems, telecommunications room buildouts, fiber
backbone connectivity, and associated labor services, all coordinated with construction
milestones to ensure network readiness prior to school opening.

Key Services Include:

Structured Cabling Systems, Interior Fiber Connectivity & Wireless = $2,121,925.44
ICN will provide Category 6A structured cabling and fiber backbone infrastructure to support all
instructional, administrative, safety, and operational spaces across both facilities, including:

   ●​ Installation of district-standard Category 6A cabling to support classroom technology,
      wireless access points, VoIP telephony, security cameras, and administrative systems
      across both campuses
   ●​ Buildout and full outfitting of two Main Distribution Frame (MDF) telecommunications
      rooms and nineteen Intermediate Distribution Frame (IDF) telecommunications rooms,
      including equipment cabinets, environmental support components, ladder rack systems,
      runway supports, and pathway infrastructure
   ●​ Deployment of high-capacity fiber backbone infrastructure between MDF and IDF
      locations to ensure scalable, high-speed connectivity throughout both campuses and to
      support portable classroom connectivity at the Cross Keys campus
   ●​ Installation of wireless infrastructure across both campuses, including 281 Aruba
      wireless access points with mounting hardware and centralized wireless management
      licensing, to provide comprehensive wireless coverage for instructional and operational
      use
   ●​ Installation of patch panels, fiber shelves, modules, connectors, and structured cable
      management systems to ensure organized, secure, and maintainable network pathways
   ●​ Comprehensive termination, labeling, testing, certification, and documentation of all
      copper and fiber systems to meet district performance standards and industry
      compliance requirements

These services establish the resilient wired and wireless network backbone required to support
instructional technology, administrative operations, security systems, and digital learning
environments across the new school facilities.
Labor = $86,772.40
Labor services associated with this installation include:

   ●​ Installation, configuration, and physical deployment of structured cabling and fiber
      infrastructure across both campuses
   ●​ Buildout, preparation, and equipment staging within MDF and IDF telecommunications
      rooms
   ●​ Termination, performance testing, system validation, and certification of copper and fiber
      network systems
   ●​ Coordination with general contractors, construction teams, and district technology staff to
      ensure adherence to district standards, safety requirements, and construction timelines
      Installation and configuration of structured cabling and fiber infrastructure across both
      campuses
   ●​ Buildout and preparation of MDF and IDF telecommunications rooms
   ●​ Termination, testing, and certification of copper and fiber network systems
   ●​ Coordination with construction partners to ensure compliance with district standards and
      project timelines

Contingency = $331,304.68
A contingency amount of 15% above quoted costs is included to manage unforeseen conditions
associated with network installation in a new construction environment and to ensure timely
project completion.

Procurement:
In accordance with Board of Education Purchasing Policy DJE III.C.3., Purchases or contracts
with a total estimated cost of $100,000.00 or more shall be awarded through a written
competitive sealed bid process to the lowest responsible, responsive bidder, or through a
competitive request for proposal process where the offer deemed to be the most advantageous
to the District may be selected. The competitive solicitation for RFP 26-703 was conducted in
accordance with DeKalb County School District procurement policies.
