Request: It is requested that the DeKalb County Board of Education (“the Board”) approve the renewal of Bid 25-22 to Hershey Creamery Company, not to exceed $100,000. This request renews the bid with Hershey Creamery Company, for the purchase of ice cream products for School Nutrition Services for an additional one (1) year term effective April 1, 2026, through March 31, 2027.
Why: To ensure DeKalb County School District (DCSD) School Nutrition Services (SNS) offers Smart Snacks compliant à la carte snack items to DCSD students. Hershey Creamery Company, supplies the School Nutrition Program with various ice cream products that meet Child Nutrition and USDA standards for Smart Snacks.
Details: The renewal of Bid 25-22 to Hershey Creamery Company, will provide School Nutrition Services with ice cream products.
School Nutrition Services (SNS) requests to renew Bid 25-22 for an additional year with the same terms and conditions as the original bid requirements. The renewal is effective from April 1, 2026, through March 31, 2027.
Bid 25-22 was initially approved by the Board on March 10, 2025. The bid is an initial one (1) year base year with four (4), one (1) year renewal options. This is the first of four (#1 of 4) renewals allowed.

Bid Renewal - (#1 of 4) Renewal
Scope: Bid Renewal - School Nutrition Ice Cream Products – Bid 25-22 to
Hershey Creamery Company - Not to Exceed $100,000.
Solicitation Term:
The DeKalb Board of Education (“the Board”) approved the award of the contract
between DCSD and Hershey Creamery Company, for an initial one (1) year term
with and effective date of April 1, 2025, through March 31, 2026, for a Not to
Exceed amount of $128,400. The bid is an initial one (1) year base year with four
(4), one (1) year renewal options. This is the first of four (#1 of 4) renewals
allowed.
Solicitation Process:
An invitation to bid (ITB) was competitively solicited through the DCSD
Purchasing Department. It was posted to the DCSD website and IonWave on
November 7, 2024. Electronic notification was sent to 36 vendors from the DCSD
Vendor Bid List, 92 vendors from the DCSD IonWave and 77 vendors through the
State of GA Procurement Registry. One (1) vendor responded to the solicitation
and was deemed responsive to the requirements of the solicitation and evaluated
by a selection committee.
Award Process:
Hershey Creamery Company was selected as the sole responsive and responsible
bidder meeting bid specifications. The recommendation for this contract award to
Hershey Creamery Company was based on these evaluations. The DeKalb Board
of Education (“the Board”) approved the award of the contract between DCSD and
Hershey Creamery Company during its March 10, 2025 meeting.
