Summary: Presented by: Mrs. Marissa Key, Executive Director of Employee Relations, Division of Legal Services
Request: It is requested that the Board of Education accept the proposed revisions to Board Policy KEB: Solicitations to lay on the table at the October 6, 2025, Board Meeting for stakeholder feedback until October 21, 2025, and be considered for adoption at a future Board Meeting.
Why: These policy revisions are being proposed for language updates and to include a language regarding the district’s foundation.
Details: Board Policy KEB: Solicitations. The proposed policy includes language to address the DeKalb Schools Educational Foundation and their role in supporting the district. The Board Policy Committee reviewed the proposed revisions and recommended placing this policy on today’s agenda.

The Board of Education seeks to provide the best educational opportunities possible for
students. Experiences contributing to the achievement of this objective are regarded favorably
as a part of a total education program. The board recognizes that tax funds alone are not likely
to cover the entire cost of co-curricular and extracurricular activities and other enrichments
and resources that enhance, round out and support the prescribed educational program.
Fundraising activities often help cover these additional costs. The board also recognizes the
potential educational value in school/community interaction and cooperation and the need for
funds to operate school-sponsored organizations.

The DeKalb County School District, its departments, individual schools, Parent Teacher
Associations/Parent Teacher Student Associations (PTAs/PTSAs), booster clubs, and other
school support groups may conduct fundraising activities to support the approved budget and
may cooperate with organizations in raising funds. No fundraising activity may remove or
distract students from classroom instruction. Participation in any fundraising activity must be
voluntary for students, parents and employees.

All fundraising activities benefiting a school will be approved by the principal. All fundraising
activities benefiting departments will be approved by the Superintendent or designee. All
fundraising activities benefiting the district-at-large will require board approval when the
proceeds meet or exceed the dollar thresholds established in Policy DFK. Fundraising activities
must comply with state, local, and federal laws and associated regulations as well as
administrative regulations and procedures established by the Board of Education or
superintendent.

The DeKalb Schools Educational Foundation is the philanthropic and strategic initiatives arm of
the DeKalb County School District. As referenced in Policy DFK, the Foundation plays a unique
role in advancing the district’s mission, and therefore the solicitation restrictions in this policy
do not apply to the Foundation or its approved partners. The Board of Education authorizes
the Superintendent or designee to develop an administrative regulation to guide the
Foundation’s activities and ensure alignment with District goals.
