Request: It is requested that the DeKalb County Board of Education (“the Board”) approve the grant of an easement to the Georgia Power Company for upgrades to electric distribution facilities to improve electric service reliability to the Henderson Mill Elementary School site for the capital improvement construction project.
Why: Granting of the easement to Georgia Power supports improved electric service reliability to the Henderson Mill ES site and upgrading all equipment needed for completion of the summer capital improvement HVAC project.
Details: The purpose of the easement is to allow the Georgia Power Company to enter the easement area, to install and maintain electrical and communication lines, poles, and equipment on the Site. Georgia Power will maintain, repair and rebuild all equipment including wires, transformers, fixtures and cables to strengthen the service to the Henderson Mill Elementary School site off Henderson Mill Rd.
The property site is 2408 Henderson Mill Rd. NE, Atlanta, Ga 30345. The area of the requested easement is defined as any portion of the site located within a) fifteen (15) feet of the centerline of the overhead distribution line (s) as installed in the approximate location shown on “Exhibit A”, b) within ten (10) feet of the centerline of the underground distribution line as installed in the approximate location shown on “Exhibit A” and c) within ten (10) feet of each side of any related above ground equipment or facilities, including without limitation cubicles, transformers and service pedestals, as installed in the approximate location shown in “Exhibit A”.
The easement request is aligned with the Capital Improvement Project #35135 - Henderson Mill Elementary School Renovation. This renovation project is in the final stages of construction and consists of major building system replacement with emphasis on roof, plumbing, HVAC components, and improving the facility.
Financial impact: The easement will directly benefit DCSD. The financial impact of the easement will be $10.00 paid by Georgia Power Company to the District.

Scope:
Grant of Easement – Granting of Easement-Improvement of Distribution Lines at
Henderson Mill Elementary School Site – 2408 Henderson Mill Rd. NE, Atlanta,
Ga 30345 for installation, upgrades, maintenance, and repair to electric facilities
to improve electric service reliability to the Henderson Mill Elementary School Site
and other DeKalb Residences.
Purpose:
The Georgia Power Company is requesting an easement at the Henderson Mill
Elementary School at Henderson Mill Rd. Site – 2408 Henderson Mill Rd. NE,
Atlanta, Ga 30345. The purpose of this project is to upgrade electric distribution
lines, poles, and equipment to improve electric service reliability to the DeKalb
County School District site and surrounding neighbors. Overhead lines in the area
may be more prone to outages caused by trees contacting lines or vehicular
collisions. Removing any trees and other obstructions to the lines and equipment
will aid in providing the area with quality service.
The area of the requested easement is defined as any portion of the site located
within a) fifteen (15) feet of the centerline of the overhead distribution line (s) as
installed in the approximate location shown on “Exhibit A”, b) within ten (10) feet of
the centerline of the underground distribution line as installed in the approximate
location shown on “Exhibit A” and c) within ten (10) feet of each side of any related
above ground equipment or facilities, including without limitation cubicles,
transformers and service pedestals, as installed in the approximate location shown
in “Exhibit A”.

School at Henderson Mill Rd. Site and surrounding area.
The Operations Division was approached for an easement request from
Georgia Power at the Henderson Mill ES site off Henderson Mill Rd. The
purpose of this project is to install and maintain electrical and
communication lines, poles, and equipment on the site. Georgia Power
requests permission to maintain, repair and rebuild on all equipment
including wires, transformers, and cables to strengthen the service to
the Henderson Mill ES site off Henderson Mill Rd. This easement
request is aligned with the construction work at Henderson Mill ES site
to upgrade all HVAC systems equipment and improve the facility.
It is requested that the Board of Education approve the easement to
Georgia Power to service and building systems equipment at the
Henderson Mill Elementary site.
