Request: It is requested that the DeKalb County Board of Education (“the Board”) approve Change Order No. 1 to F.H. Paschen, S.N. Nielsen & Associates, LLC, for the Chapel Hill Middle School HVAC and Controls Replacement Project in the not to exceed amount of $185,490.
Why: Approval of the budget reallocation and Change Order No. 1 will provide necessary funds for unforeseen conditions at the existing facility, and Owner (DeKalb County School District- “DCSD”) requested items as outlined in the Change Order No. 1 for Chapel Hill Middle School facility. Approval will support further needed improvements related to safety, security, and health. The additional scope of work was recommended by the project’s design and construction professionals and/or requested by DCSD Operations to fulfill program-wide.
Details: On November 13, 2023, the Board of Education approved a firm fixed-price contract to F.H. Paschen, S.N. Nielsen & Associates, LLC, to perform the design and general contracting work as outlined by the proposal documents.

This Change Order No. 01 covers the approved additional scope for the Owner - DeKalb County School District-requested items.

Background
A formal Request for Proposal (RFP) was issued on August 3, 2023, for GC Services
for a fixed price construction contract for Roof, HVAC and Controls replacements at
Columbia Elementary School, Chapel Hill Middle School, Druid Hills Middle
School, and Stephenson Middle School.

On November 13, 2023, the Board of Education approved the award of RFP 24-752-
001, a firm fixed price contract to F.H. Paschen, S.N. Nielsen & Associates,
LLC, to perform the general contracting work as outlined by the proposal
documents.

The Board of Education approved one of four ESSER projects on November 11,
2023, for $9,641,860.00 to replace the roof, HVAC and controls at Chapel Hill
Middle School.

This agenda item requests a not to exceed amount of $185,490.00 for a total
project construction budget of $9,827,350.00

The approval of Change Order No. 01 covers the approved additional scope for the
Owner – (DeKalb County School District) requested items. It provides further
needed improvements related to safety, security, and health. The additional scope
of work was recommended by the project’s design and construction professionals
and/or requested by DCSD Facilities to fulfill program wide initiatives. The
requested amount of $185,490.00 is based on the costs provided by the project’s
design and construction professionals.
