Request: It is requested that the Board of Education approve the renewal to purchase the district-wide license, subscription, and training services from Naviance by PowerSchool Group LLC: College Career and Life Readiness (CCLR) Platform in accordance with The Interlocal Purchasing System (TIPS) Contract No. 210101 (not to exceed $425,000). The contract term is July 1, 2025, through June 30, 2026.
Why: The DeKalb County School District’s (DCSD) Strategic Plan Goal Area I: Student Success with Equity and Access prioritizes graduating students who are ready to thrive in college, career, military, and life. The DCSD is committed to all students in the traditional public education system by providing the needed post-secondary readiness support and services.
Details: The Board of Education approved Naviance (CCLR) on January 9, 2019, to provide a comprehensive college and career platform. The platform includes multiple self-discovery assessments, career assessments and exploration, communication features, best-fit matching tools for college-bound students, a tracking system for college application submissions, virtual college representative meetings, scholarship searches, an electronic transcript process, electronic surveys, goal-setting tools, and a work-based learning feature. State-mandated B.R.I.D.G.E. Law Lessons are completed and captured in Naviance. Additionally, Child Protection Units and Bullying Lessons are assessed within this platform, and the data reports are submitted annually to the GADOE.
During the 2024-2025 school year, as of 05/08/2025, students have accessed Naviance 303,632 times. High school students logged in 141,657 with an average of 5.2 logins per student. Middle school students logged in 155,395 with an average of 7.8 logins per student. A total of 4,604 12th grade students have at least one active application (77.48%), and 3,822 students have submitted college applications (64.24%). Additionally, 80% of high school students have completed at least one Self-Discovery Assessment and 89% of middle school students have completed at least one Self-Discovery Assessment.
Financial impact: The total cost to renew the purchase of the Naviance platform is $351,386.62. We are requesting a not-to-exceed amount of $425,000, under Purchased Professional and Technical Services, Charge Code: 100.2010.530000.00011.7040.9990.8010.090.0000. An additional amount has been added for platform customizations and program enhancements scheduled for release within the school year. The PowerBuddy AI tool is a potential feature that is included in the roadmap for launch this year.

Introduction
The General Assembly of Georgia enacted the B.R.I.D.G.E. (Building Resourceful Individuals to Develop Georgia’s Economy) Law (House Bill 400) on May 20, 2010. The law
mandates Georgia’s 6th - 12th grade students are made aware of available college and career options.
The Goals of the B.R.I.D.G.E. Law are:
• To expose middle and high school students to the connection between early career exploration and future career plans.
• To create an atmosphere motivating middle and high school students to learn the relevance of education to their dreams and future plans.
• To provide middle and high school students with career counseling and regularly scheduled advisement to choose a focused plan of study.
Naviance is a comprehensive college, career and life readiness solution that helps districts and schools align student strengths and interests to postsecondary goals, improving
student outcomes and connecting learning to life. It is also the primary digital learning tool utilized by school counselors to execute completion of the B.R.I.D.G.E. law tasks.
College, Career, and Life Readiness is a developmental process for students that lasts throughout their academic career. It is a collaborative effort between teachers,
counselors, administrators, and all school staff. Each grade level has a specific focus and tasks that helps students to reach their postsecondary goals:
• 6TH GRADE: Help students transition from elementary school to middle school and begin to put down roots as they explore options for their future.
• 7TH GRADE: Focus on overcoming obstacles, developing successful study habits, and identifying careers of interest.
• 8TH GRADE: Assist students in developing successful study skills, decision-making skills, and working with others as they make the transition out of middle school and
into high school.
• 9TH GRADE: Ensure students make a successful transition to high school, develop successful study habits, and begin to identify a postsecondary path.
• 10TH GRADE: Reinforce career and academic knowledge to prepare students as they enter a period of decision-making for their future.
• 11TH GRADE: Assist students in mapping out their postsecondary path and preparing to reach their goals after high school.
• 12TH GRADE: Ensure students have the tools to execute their postsecondary plan and are prepared for their post-high school transition.
Starting in the 2024-2025 school year, the primary focus of the DCSD Post-Secondary P.U.S.H. Plan will include college and career exploratory opportunities for all high school
scholars. For Seniors, holistic advisement and support will be provided so that upon graduation, our scholars will walk across the stage with both a diploma and an
individualized plan for their next step. It is the district’s goal to support 100% of seniors in their quest to have a path forward when they graduate from the DeKalb County
School District.
The required activities outlined in the B.R.I.D.G.E. Law/Postsecondary P.U.S.H. Plan Scope and Sequence are to be completed annually using Naviance.
This version of the document includes a R.A.C.I. (Responsible, Accountable, Consulted, and Informed) Matrix for each task to ensure timely execution in alignment with the
