Request: It is requested that the DeKalb County School District Board of Education (“the Board”) approve the following Independent Contractor Agreements (ICAs) not-to-exceed $555,999.99.
Aspire Construction and Design ($90,000)
Chamblee Fence Co ($95,000)
Clean A Blind of Atlanta ($95,000)
Georgia Stage ($95,000)
John Q Bullard Associates ($85,000)
Premier Grease ($95,999.99)
Why: This request is to approve the above-listed ICA’s to perform various services to support the Facilities/Maintenance Department through June 2026.
Approval of the Independent Contractor Agreement meets Strategic Goal Area 6: Organizational Excellence
Details: On October 18, 2021, the Board of Education approved the revision of Board Policy DJE (IV) A.2 - Independent Contractor Agreements, to require Board approval for any Independent Contractor Agreements with a total cost of $50,000 or more.
Additionally, per Board Policy -Purchasing DJE III(C)(3) - Competitive Selection of Vendors for Non-Capital Projects - Purchases or contracts totaling $5,000+ shall require at least 2 written quotes and are selected based on objective criteria (performance and execution).

Independent Contractor Agreement
Scope:
Approval of Independent Contractor Agreements for Aspire Construction and
Design, Chamblee Fence Company, Clean A Blind of Atlanta, Georgia Stage,
LLC, John Q Bullard Associates, Premier Grease, Inc. LLC - to provide as-
needed services districtwide as specified in the Independent Contractor Agreement
Section B. Services.
Contract Term
The Agenda Item requests service effective July 1, 2025, through June 30, 2026.
Background
On October 18, 2021, the Board of Education approved the revision of Board Policy
DJE (IV). Required Levels of Approval (Section A) to include and specifically address
Independent Contractor Agreements -to require Board approval for any Independent
Contractor Agreements with a total cost of $50,000.00 or more.
Vendor Selection
Vendor Selection is based on Board Policy as follows:
Purchasing DJE III(C)(2) – Competitive Selection of Vendors for Non-Capital
Projects - Purchases or contracts totaling $5,000+ shall require at least 2
written quotes and selected based on objective criteria (performance and
execution)
Approval is sought for the following vendors under this Board policy:
• Aspire Construction and Design ($90,000)- Repairs, Demos and
Renovations Services District Wide
• Chamblee Fence Company ($95,000) - Removes, Repairs and Install
Fence Systems District Wide
• Clean A Blind of Atlanta ($95,000) – Repairs, clean and replacement
installation services of blinds and widow treatment District Wide
• Georgia Stage, LLC ($95,000) – Repairs and Install Stage Curtains
District Wide
• John Q Bullard Associates ($85,000) – Service and repair pump and
assembly
• Premier Grease, Inc. ($95,999.99) – Clean Kitchen exhaust systems
