Request: It is requested that the DeKalb County School District Board of Education (“the Board”) approve the following Independent Contractor Agreements (ICAs) not-to-exceed $555,999.99.
Aspire Construction and Design ($90,000)
Chamblee Fence Co ($95,000)
Clean A Blind of Atlanta ($95,000)
Georgia Stage ($95,000)
John Q Bullard Associates ($85,000)
Premier Grease ($95,999.99)
Why: This request is to approve the above-listed ICA’s to perform various services to support the Facilities/Maintenance Department through June 2026.
Approval of the Independent Contractor Agreement meets Strategic Goal Area 6: Organizational Excellence
Details: On October 18, 2021, the Board of Education approved the revision of Board Policy DJE (IV) A.2 - Independent Contractor Agreements, to require Board approval for any Independent Contractor Agreements with a total cost of $50,000 or more.
Additionally, per Board Policy -Purchasing DJE III(C)(3) - Competitive Selection of Vendors for Non-Capital Projects - Purchases or contracts totaling $5,000+ shall require at least 2 written quotes and are selected based on objective criteria (performance and execution).

Financial impact: The budget for services is allocated from cost code (100.2600.543000.00011.7520.000.8013.040.0000) under the Operations Division General Fund Budget, not to exceed $555,999.99.

Scope of Work: Window Treatment Sales and Installation:
The contractor have the capability to provide labor, materials, delivery, and tools
Required to assemble, install, and/or repair window blinds and treatment services
throughout the DCSS. Including the following products on an as needed basic:
Aluminum Blinds, Motorized shades, Vinyl Horizontal Blinds, Vertical and
Horizontal Blinds.
All of Clean-A-Blind window treatment and services is warranted for one year or in
consistent with the manufacturer warranty if more the one year. Clean-A-Blind will
meet DCSS site manager on site to dicuss the projects.Clean-A-Blind will be
responible for gathering all the requied details, including the measurements.
Clean-A-Blind will provied a firm fixed proposal that includes the price of the blind
Products, Installation Charges (Including hourly labor rates and the number of hours to
install the window treatment).Clean-A-Blind will deliver and install the products at the
address listed on the purchase order. Clean-A-Blind will be responsible for the remover
of all debris, materials, and equipment from the site upon completion of work.
