Request: It is requested that the DeKalb County School Board of Education (“the Board”) approve the use of the 1 Government Procurement Alliance (1GPA) contract # 23-17PV-03 awarded to Education Logistics, Inc. (EDULOG) by DeKalb County School District (“DCSD”) for turnkey GPS Technology Systems from March 28, 2025, through March 27, 2026, for a not to exceed amount of $796,632.
Why: Approval of the use of the Cooperative Agreement with EDULOG will provide a turnkey GPS Technology Solution System. Use of the all-inclusive GPS system will increase transportation efficiency with automated tracking of all school buses improving safety and reducing DeKalb County School District (DCSD) exposure to liability.
The approval of the use of this Cooperative agreement meets:

Details: EDULOG will be responsible for providing a turnkey GPS Technology Solution System as outlined in the 1-GPA Cooperative Agreement. The system includes Routing and Planning, a Parent Notification System, Student Ridership, Time and Attendance, Navigation, and Fleet Metric Systems.
This is an all-inclusive contract with the scope of the contract including all duties necessary to meet the technical support service, systems integration, and business requirements as defined in the 1-GPA Cooperative Agreement. The DeKalb County School District’s Standard Form of Contract for Services Non-State Capital Outlay Projects will be used. The use of this cooperative agreement will allow for the continued use of the GPS Technology Solution System.
Education Logistics, Inc. (EDULOG) is located at 3000 Palmer Street, Missoula, MT 59808.
Financial impact: The GPS Technology Solution System will be funded through the general operating fund budget, 100.2700.573000.00011.7100.1320.8012.040.0000 subject to annual approval.

Contract Award– Cooperative Agreement
Cooperative Contract # 23-17PV-03 1GPA with Education Logistics,
Inc. (EDULOG) –
Transportation Routing, Planning and Management Software
Scope:
Cooperative Agreement with Education Logistics, Inc. (EDULOG) through 1
Government Procurement Alliance (1GPA) to provide Transportation Routing,
Planning and Management Software services in support of Dekalb County School
District’s transportation requirements. By utilizing this agreement DCSD will have
access to the fixed pricing that has been competitively solicited and awarded. The
contract is Not to Exceed $796,632.
Contract Term:
The IGPA Contract No. 23-17PV-03 is an initial one (1) year agreement with
unilateral authority to extend to a maximum of 48 months in one (1) year
increments to its awardees. The contract began May 17, 2023. EDULOG renewed
its contract with 1GPA; this is renewal #2 of EDULOG’s contract with 1GPA. Per
1GPA’s solicitation, there are two (2), one (1) year renewals remaining.
DCSD is requesting approval to use the cooperative agreement (between 1GPA and
EDULOG) per these terms from March 28, 2025, through March 27, 2026, with the
option to utilize the remaining renewals on an annual basis with Board of Education
approval.
Solicitation Process
On March 8, 2023, IGPA issued Solicitation RFP #23-17PV- Transportation
Routing, Planning and Management Software through its lead agency via
OpenGov Procurement. The solicitation resulted in multiple awards with
EDULOG as one of the awarded vendors.
This agenda item seeks the Board of Education approval for the use of 1-GPA
cooperative agreement contract # (RFP 23-17PV-03) for turnkey GPS
Technology Systems to Education Logistics, Inc. (EDULOG) from March 28,
2025, through March 27, 2026.
Award Process
Pursuant to Board Policy DJE (Purchasing), Paragraph III -D(3)(d), Exceptions to
Competitive Selection are allowed when the purchase is made through contracts
formally solicited and obtained by the State of Georgia, the Federal Government, or
some other government agency. The Purchasing Department shall be authorized to
make purchases through inter-governmental and educational cooperative, alliances,
and consortiums to achieve cost savings and administrative efficiencies based on
economies of scale.
In accordance with the above board policy, EDULOG was selected to provide services
in support of DCSD’s transportation planning requirements.
