Request: It is requested that the Board of Education approve the following:
Bid Renewal for the Athletic Department’s Equipment and Uniform Bid with Riddell All American and BSN Sports, LLC, for an additional year through May 16, 2026. This recommendation is for year four (4) of four (4) one-year renewal options.
Increase the Spend Limit of the contract to an amount not to exceed an amount not to exceed $3,000,000, which is an increase of $1,525,000. The spend limit increase will support the new initiatives for Elementary School, as well as the growing programs, such as Middle School Soccer, Middle School Wrestling, Middle School Volleyball, Middle School Baseball, and Varsity Flag Football and Competitive Dance.
Why: The renewal of Bid #21-530R is necessary to ensure the Athletic Department continues to have access to contracted catalog discounts, which will allow for the timely and cost-effective purchase of athletic equipment and uniforms during the 2025-2026 school year. Both BSN Sports and Riddell All American have confirmed that there will be an increase on certain items. Approval of the increased spending will support this rise in cost, meet the needs of DCSD’s new and expanding sports programs, and ensure the health and safety of student-athletes by replacing outdated equipment, such as football shoulder pads and stadium soccer goals, which have reached the end of their useful life.

To provide access to a broad spectrum of athletic uniforms and equipment at the best possible price that may be purchased over the course of a year from multiple vendors, the DCSD Athletic Department requests catalog discounts. This bid includes four (4) one 1-year renewal options through 2026.
Financial impact: The total budget for these services is allocated from the following cost codes: 607.3200.561510.60767.7090.9990.8010.092.0000 (Athletic Uniforms) and 607.3200.561520.60767.7090.9990.8010.092.0000 (Athletic Equipment) in the amount not-to-exceed $3,000,000.

The Department of Athletics supports more than 9,000 athletes across 16 sports.
2018-2019 School Year
In September 2018, the extension of the Athletic Equipment & Uniform Bid #B000050780
through the National IPA State Bid was approved, not to exceed $380,000. This approval
extended the Athletic Uniform and Equipment Bid for the 2018–2019 school year.
2019-2020 School Year.
2020-2021 School Year
This recommendation is based on the review and evaluation of the bids received. Five (5) of the
A formal Invitation to Bid was issued on October 15, 2020, and an electronic notification was sent
to 22 vendors from the DCSD Vendor Bid List and 843 vendors through the State of GA
Procurement Registry.

eleven (11) firms deemed responsive are being recommended: American Business Forms dba
American Solutions for Business; East Bay Inc.; BSN Sports, LLC; Riddell-American; and Kranos
Corporation dba Schutt Sports. Discounted quotes will be obtained from all awarded firms for
purchasing needs.
2020-2021 School Year
On November 9, 2020, the DeKalb Board of Education approved the Superintendent to authorize Athletic
Equipment and Uniform purchases through the National IPA Cooperative Bid, not to exceed $200,000.
**Note: The initial request was to extend to $400,000; however, due to changes in administration, only
$200,000 was approved
2021–2022 School Year
The Athletic Equipment and Uniform Bid# 21-530 was awarded in May 2021 to American Business
Solutions, BSN Sports, East Bay, Riddell, and Schutt Sports. The Board of Education authorize this
Athletic and Equipment and Uniform Bid with a spend limit not to exceed $600,000. (Note, this
action allowed us to purchase uniforms and equipment until May 2022).
2022-2023 School Year
On March 14, 2022, the Board of Education authorized the Superintendent to approve a $225,000
spend increase, bringing the total not to exceed $825,000. This $225,000 increase for Bid #21-
530 is to cover upcoming uniforms and equipment for the Fall 2022–2023 school year, including
high school and middle school football uniforms, football helmets, volleyball uniforms, softball
uniforms, and flag football uniforms. It is recommended that uniform orders be placed no later
than May 30th to ensure delivery prior to the standard August 1st start date for fall sports.
In February 2022, Purchasing sent out requests for renewals to the five Equipment/Uniform
vendors. Only two vendors, BSN Sports, LLC and Riddell-American, fully accepted the renewal
options for the 2022–2023 school year.
2022–2023 School Year
During the August 8, 2022, BOE meeting, Athletics is requesting that the Board of Education approve the
Superintendent to authorize a contract renewal for the Athletic Equipment and Uniform Bid #21-530,
not to exceed $900,000. This is the first year of a four (4)-year renewal. This action will allow for the
purchase of remaining equipment needed for fall 2022, winter 2022–2023 uniforms and equipment,
spring 2023 uniforms and equipment, and fall 2023 uniforms and equipment.
2022-2023 School Year.
During the February Board meeting, Athletics is requesting that the Board of Education approve the
Superintendent to authorize a spend increase for Bid #21-530, raising the total from $900,000.00 to
$4,900,000.00. This approval would allow for the use of the allocated budget from Operations with Bid
#21-530.
2023-2024 School Year
This renewal request for Bid #21-530 seeks to extend the Athletic Equipment and Uniform Bid
for another year, with a spend increase not to exceed $1,200,000, to support expanding
programs and replace expired equipment such as outdated football shoulder pads and a pair of
soccer goals at each stadium, all of which have reached the end of their useful lives during
2024-2025 School Year.
This renewal request for Bid #21-530 seeks to extend the Athletic Equipment and Uniform Bid for
another year, with a spend increase from $1,200,000 to $1,475,000, supporting DCSD’s new initiative to
implement Elementary School Athletic Programs.
2025-2026 School Year
This renewal request for Bid #21-530 seeks to extend the Athletic Equipment and Uniform Bid for
another year, with a spend increase from $1,475,000.00 to $3,000,000.00, supporting DCSD Elementary
School Flag Football programs, as well as new initiatives in Competitive Cheer, Riflery, and Literary.
