Request: It is requested that the DeKalb County School District Board of Education (“the Board”) approve the use of the cooperative agreement - Sourcewell Cooperative Contract # 041123-CPL between DeKalb County School District (“DCSD”) and Georgia Power Company (an authorized dealer for Cooper Lighting) for the Sports Lighting Program which shall be performed in accordance with the terms and conditions contained therein not to exceed $1,341,198.
Why: Approval of the use of the Cooperative Agreement with Georgia Power Company (an authorized dealer for Cooper Lighting) through Sourcewell will provide necessary upgrades and maintenance to stadium lighting at three DCSD stadiums - Adams Stadium, Godfrey Stadium, and Hallford Stadium. By utilizing this agreement, DCSD will have access to the fixed pricing that has been competitively solicited and awarded.

The approval of the use of this Cooperative agreement meets Strategic Goal Area 6: Organizational Excellence.
Details: The purpose of this project is to upgrade the stadium lighting to LED lights. The Sports Lighting Package Program with Georgia Power Company through Cooper Lighting is a full turnkey solution that will offer design, construction, and maintenance of the new LED lights. The LED LumaSport 8 Prism fixtures will improve quality and needed upgrades to the sites.

Adams Stadium, Godfrey Stadium, and Hallford Stadium will receive upgraded LED lights under this program. The remaining two stadiums, Avondale and North Dekalb, have already upgraded stadium lighting. This program will enhance safety, experience, and energy savings for DCSD and all stakeholders.

Scope:
Cooperative Agreement between DeKalb County School District (“DCSD”) and
Georgia Power Company (an authorized dealer for Cooper Lighting) and
Sourcewell Cooperative Contract # 041123-CPL to provide upgraded LED
lights through the Georgia Power Sports Lighting Package program.


Contract Term:
The contract effective date between Sourcewell and Cooper Lighting is August 15,
2023. There is an initial four (4) year agreement from effective date of the contract
through June 16, 2027, with the option to renew for three (3) additional one (1) year
periods.

DCSD requests approval to use the cooperative agreement, between Sourcewell
and Cooper Lighting with Georgia Power as an Authorized Dealer, with the
initial contract period of one (1) year and subsequent renewals approved by the Board
on an annual basis.

Solicitation Process
On February 21, 2023, Sourcewell RFP # 041123 was issued for Sports Lighting
Solutions with Related Technology, Equipment, and Services from which the
Supplier – Cooper Lighting was awarded a contract based on their proposal to the
RFP (Request for Proposal).

Award Process
Pursuant to Board Policy DJE (Purchasing), Paragraph III -D(3)(d), Exceptions to
Competitive Selection are allowed when the purchase is made through contracts
formally solicited and obtained by the State of Georgia, the Federal Government, or
some other government agency. The Purchasing Department shall be authorized to
make purchases through inter-governmental and educational cooperative, alliances,
and consortiums to achieve cost savings and administrative efficiencies based on
economics of scale.

This agenda item requests approval of this recommendation from the Board of
Education for the Sport Lighting Package program with Georgia Power to upgrade
the lighting at the Adam, Hallford and Godfrey Stadiums.
