Request: It is requested that the DeKalb County Board of Education (“the Board”) approve a Ratification / E-SPLOST V budget reallocation in the amount of $391,176.00 from Program Contingency to the Contractor cost code.

It is also requested that the DeKalb County Board of Education approve Change Order No. 2 to Evergreen Construction for the Laurel Ridge Elementary School Major Systems Replacement project in the amount of $1,372,374.00 which will be partially funded by the budget reallocation.
Why: Approval of the budget reallocation and Change Order No. 2 will provide additional funds for unforeseen conditions, and Owner (DeKalb County School District - DCSD ) requested items as outlined in the Change Order No. 2 documents for the Laurel Ridge Elementary School Major Systems Replacement project.

Approval of Change Order No. 2 meets Strategic Goal Area 6: Organizational Excellence
Details: On August 14, 2023, the Board of Education approved the E-SPLOST V budget reallocation of $7,002,926.00 from Program Contingency to fund the award of RFP 23-752-018 for General Contractor Services to Evergreen Construction. The schools included in the budget reallocation are:


Chestnut Elementary School - $2,050,000
Druid Hills Middle School - $ 340,661
Laurel Ridge Elementary School - $2,762,265
Woodridge Elementary School - $1,850,000


Change Order No. 02 for Laurel Ridge Elementary School provides for the unforeseen conditions and an approved additional scope of work recommended by the project’s design and construction professionals and/or requested by DCSD Facilities to fulfill program wide initiatives.

Financial impact: The financial impact of Change Order No. 2 for the total amount of $1,372,374 due to the unforeseen conditions and additional scope of the Laurel Ridge Elementary School project is a budget reallocation of $391,176 from program contingency to the general contractor cost code SP5FACCON.36835.GENCONTR. under the voter-approved E-SPLOST V program.

Scope:
Approval of Change Order No. 2 for expanded scope of work for Owner requested
items and unforeseen conditions to Evergreen Contractors for the Laurel Ridge
Elementary School Major Systems Replacement to be funded by a Budget
Reallocation from Program Contingency of $391,176 to the Construction Cost
Code. The Change Order No. 2 is in the amount of $1,372,374.

Specific details regarding the expanded scope can be found in the following
documents:

   • Supporting Documents to the Change Order submitted by Evergreen
       Construction.

Background:

After the May 24, 2016, approval of the 2017-2022 E-SPLOST V referendum by
DeKalb voters, the Board approved an E-SPLOST V list of projects on December 5,
2016, for $561 million to include various capital renewal, renovations, and classroom
addition projects throughout the district. The Chesnut Elementary School, Druid Hills
Middle School, Laurel Ridge Elementary School, and Woodridge Elementary School
Major Building System Replacement project were included in that list with an initial
construction budget of $19,597,074.

A formal Request for Proposals (RFP) was issued on April 20, 2023, to provide General
Contractor services for the Chesnut Elementary School, Druid Hills Middle School,
Laurel Ridge Elementary School, and Woodridge Elementary School Major
Building System Replacement Project. On August 14, 2023, the Board of Education
approved the award of the project to Evergreen Construction.

The Board of Education also approved an additional request for a budget reallocation
of $7,002,926 from Program Contingency for The Chesnut Elementary School, Druid
Hills Middle School, Laurel Ridge Elementary School, and Woodridge Elementary
School for a total project construction budget of $26,600,000.

This agenda item requests a budget reallocation in the amount of
$391,176.00 from Program Contingency for a total project construction
budget of $10,058,089 for Laurel Ridge Elementary School Major Building
System Replacement.
Conditions impacting Change Order No. 2 include:

   •   Portable classrooms will not be utilized to relocate students, faculty, and
       staff during ESPLOST HVAC Renovations -due to school site limitations and
       extensive cost.
   •   Start of construction was delayed from January 1, 2024, to May 24, 2024-
       due to the above item.
   •   Overall project schedule was compressed significantly (substantial
       completion date remained unchanged – August 1, 2024) - due to the above
       factors.
   •    Achievement of the planned completion date without impacting the
       students’ Fall Semester incurred extra costs: additional supervision, material
       storage and expediting, and overtime fees.



   The requested budget addition is based on the costs provided by the project’s
   design and construction professionals to support further improvements to Laurel
   Ridge Elementary School related to health, safety and security and an ideal
   environment for teaching and learning.
