3. Ready For Action: Deletion of Board Policy BBF: Advisory Committees and Combine with Board Policy BBC: Board Committees

Request: It is requested that the Board of Education accept a recommendation to Board Policy BBF: Advisory Committees for First Read. The proposed recommendation is to delete this policy and combine it with Board Policy BBC: Board Committees. This policy has been reviewed and analyzed by the Board Policy Committee. The Committee agrees on the recommendation.
Why: The Board Policy Review Committee met and conferred regarding Board Policy BBF: Advisory Committees and determined that this policy should be combined with Board Policy BBC: Board Committees.
Details: At the April 15, 2024 meeting of the DeKalb County Board of Education, the Board Policy Review Committee was established. The purpose of the Board Policy Review Committee is to ensure the ongoing review, development, and refinement of Board policies governing the District. The Board Policy Review Committee has the goal of promoting transparency, accountability, and compliance with state, local, and federal laws while fostering a safe, equitable, and inclusive environment for all within the District.
The Board Policy Review Committee reviewed and analyzed Board Policy BBF: Advisory Committees and determined that it should be deleted and combined with Board Policy: BBC Board Committees. As a result, it is requested that this policy be deleted.

Board Policy BBC: Board Commi ees
The purpose of this policy is to provide guidance on the crea on and existence of board
commi ees.
The DeKalb County Board of Educa on is commi ed to the crea on of commi ees to further the
district’s strategic goals. Board commi ees are established by the board. The board will create
commi ees by majority vote. The resolu on crea ng the commi ee will iden fy the issue or ma er
that the commi ee will address.
The board may maintain standing commi ees. Standing commi ees will be
dissolved by majority vote.
The board may appoint special commi ees and advisory commi ees for specific
tasks. Special commi ees will dissolve when the task is completed or by a majority
vote by the board, whichever comes first.
Commi ee mee ngs will be open to the public and subject to the Open Mee ngs Act.
A. Board Commi ees
The board may authorize the crea on of board commi ees (“commi ees”) in conformity with the
provisions below.
1. Membership:
a. Commi ee members may include members of the board, staff, students, and/or
other ci zens residing within the DeKalb County School District boundaries.
b. A commi ee will have no more than three (3) Board members.
c. The board chair will designate a commi ee chair at the me commi ee members are
named.
2. Mee ng Loca ons:
a. All commi ee mee ngs will occur virtually or on district property.
b. When a commi ee needs a mee ng loca on, the superintendent’s designee will
arrange a mee ng loca on for the date and me needed.
B. Advisory Commi ees
The board may enlist ci zen groups to assist and counsel the board. Such advisory commi ees will:
Represent the community
Serve only in an advisory capacity
Make researched-based recommenda ons to the board
The board will consider commi ee recommenda ons and may act on those recommenda ons. The
board may approve commi ee bylaws. The bylaws should include commi ee roles and
responsibili es, procedures for member selec on, length of service, and procedures for amending
the commi ee bylaws.
