             2nd BUDGET PRESENTATION & 3rd MILLAGE RATE HEARING
                                   OF THE
                     DEKALB COUNTY BOARD OF EDUCATION
                     CALLED MEETING & EXECUTIVE SESSION

                                         June 24, 2024

The DeKalb County Board of Education held its 2nd Public Budget Presentation and 3rd Millage
Rate Hearing, Tuesday, June 24, 2024, in the J. David Williamson Board Room at the DeKalb
County School District’s Robert R. Freeman Administrative Instructional Complex, 1701
Mountain Industrial Boulevard, Stone Mountain, Georgia.

Mrs. Deirdre P. Pierce, Board Vice Chair convened the budget presentation at 11:11 a.m. and
noted the following were in attendance; Mrs. Anna Hill, Ms. Whitney McGinniss, Ms. Allyson
Gevertz, Mrs. Vickie Turner, and Superintendent, Dr. Devon Q. Horton. Dr. Joyce Morley and
Mr. Diijon DaCosta, Sr. joined the meeting virtually.

Also in attendance were Ms. Carolyn Lloyd, Executive Administrator to the Board, and Ms.
Melanie Slaton, General Counsel.

Mr. Byron Schueneman, Chief Financial Officer, conducted 2nd budget presentation to allow the
Board of Education to receive comments from stakeholders regarding the development of the
2025 budget.

Comments were heard from the following individuals: Mr. Kirk Lunde, Mr. Daniel Sobczak, and
Miriam Martin.

There being no other speakers for the June 24, 2024, 2nd Public Budget Presentation, the
presentation concluded.

Mrs. Deirdre P. Pierce, Board Vice Chair convened the Millage Rate Hearing at 12:05 p.m.

Mr. Byron Schueneman, Chief Financial Officer, conducted 3rd Millage Rate Hearing to allow
the Board of Education to receive comments from stakeholders regarding the development of the
2025 millage rate.

Comments were heard from the following individuals: Ms. Miriam Martin and Mr. Daniel
Sobczak.

There being no other speakers for the June 24, 2024, 3rd Millage Rate Hearing, concluded.

Mrs. Deirdre P. Pierce, Board Vice Chair convened the called meeting and executive session
immediately following the conclusion of the 3rd millage rate hearing and noted the following
were in attendance; Mrs. Anna Hill, Ms. Whitney McGinniss, Ms. Allyson Gevertz, Mrs. Vickie
Turner, and Superintendent, Dr. Devon Q. Horton. Dr. Joyce Morley and Mr. DaCosta, Sr.
attended the meeting virtually.

Also in attendance were Ms. Carolyn Lloyd, Executive Administrator to the Board, and Ms.
Melanie Slaton, General Counsel.

ADOPTION OF THE AGENDA
Mrs. Deirdre P. Pierce. requested that the DeKalb County Board of Education adopt the June 24,
2024, called meeting and executive session agenda.

With a motion by Mrs. Hill, seconded by Ms. Gevertz, and a vote of 6/1- opposed by Dr. Joyce
Morley, the agenda was approved.

ACTION ITEMS
   1. Mrs. Deirdre P. Pierce. called for a motion to approve the Tax Levy Resolution, setting
     the millage rate at 23.08 mills for the support and maintenance of education, for the fiscal
     year 2024-2025.
     The motion died.

      Mrs. Vickie B. Turner made a motion to amend the tax levy resolution, setting the millage
      rate at 22.88 mills. Seconded by Mrs. Anna Hill, and with a vote of 6/1, opposed by Dr.
      Joyce Morley, the motion passed.

   2. Mrs. Deirdre P. Pierce. called for a motion to adopt the DeKalb County School District
      Budget for 2024- 2025 (FY25).
      On a motion by Mrs. Turner, seconded by Mrs. Hill, and with a vote of 6/1, opposed by
      Dr. Joyce Morley, the motion passed.

ADJOURN TO EXECUTIVE SESSION
Mrs. Pierce noted there were no objections to adjourn June 24, 2024, called meeting to an
executive session for the purpose of discussing permitted matters regarding litigation, land, legal,
personnel, and student appeals.

The board adjourned to executive session.

       1. ADJOURN THE EXECUTIVE SESSION AND RECONVENE TO AN OPEN
          SESSION
          Mrs. Deirdre P. Pierce adjourned the June 24, 2024, executive session. On a motion,
          by Mrs. Hill, seconded by Mrs. Turner and with a vote of 5/0, reconvened to the
          called meeting.

ADJOURN
Mrs. Deirdre P. Pierce requested that the DeKalb County Board of Education adjourn the June
24, 2024, executive session and called meeting.

Mrs. Pierce noted there were no objections, the called meeting adjourned at 12:51 pm.
