Request: It is requested that the Board of Education accept the amendment to Board Policy JHC: Student Organizations as a FIRST READ to lay on the table for stakeholder feedback and be approved for adoption at the April 15, 2024 board meeting.
Why: Policy JHC: Student Organizations requires amendment in order to be consistent with the current state of the law.
It is recommended to the Board that policy JHC: Student Organizations be amended to make updates related to the boilerplate non-discrimination language per recent federal law updates.
Details: Updates to Title IX prohibits discrimination on behalf of students. Policies of DCSD need to be updated to reflect the current state of the law.
Financial impact: There is no financial impact to the District.

Board Policy JHC: Student Organizafions

The Superintendent shall develop administrafive procedures governing student organizafions
to be provided to all principals. Local procedures, developed by each principal, shall be
established to implement and extend such administrafive procedures.

All student organizafions must be approved by the school principal. Only organizafions that
promote posifive character, posifive morals, good health, and high academic standards may
be approved.

All funds collected by student organizafions must be kept in accordance with Board policy
and with bookkeeping procedures prescribed by the Superintendent or his or her designee
and the school principal.

Popularity contests, games of chance, raffles, and lofteries for school-related fund-raising
purposes are prohibited.

Students shall register for clubs and acfivifies and shall use registrafion forms signed by the
students and parents or guardians. It is the policy of the DeKalb County Board of Educafion
not to discriminate on the basis of race, color, religion, nafional origin, disability, pregnancy
status, age, sex, sexual orientafion, or gender idenfity, in any of the District’s educafional
programs, acfivifies, or pracfices. No club or organizafion shall deny membership on the
basis of age, sex, sexual orientafion, race, color, religion, nafional origin, disability, or
handicap.
