Request: It is requested that the Board of Education authorize the District to use the Statewide Contract for Maintenance, Repair, and Operations (MRO) Services with WW Grainger for the installation of door alarms in accordance with the State of Georgia MRO Contract in an amount not-to-exceed $1,420,174.56.
Why: DeKalb County School District is requesting a contract for installation services utilizing the buying power of the State of Georgia MRO Contract No. 99999-SPD0000181, to support the GaDOE School Security Grant Program by installing door alarms at various sites throughout the District.
Details: The GaDOE has appropriated funds for each district in the State to address security needs and enhancements. To assist with this appropriation, GaDOE is providing a School Security Grant of up to $50,000 in reimbursable funds per site for implementing such needs and enhancements. The DCSD Public Safety Department recommended the installation of battery-operated door alarms at all exit doors as a sustainable option to provide security.
Financial impact: The total budget for the door alarm installation is allocated from the revenue account established for the GaDOE School Security Grant Program (100.2600.573000.29921.7520.1695.8013.090.0000) in the amount not-to-exceed $1,420,174.56.

Chronology of Item
On April 18, 2023, DCSD provided additional information regarding the $115.7 million in funding
available for school security needs and enhancements included in the State amended FY 2023 budget.
On May 22, 2023, GaDOE provided revisions to the FAQ for AFY23 stating that the $50,000 per school
could be utilized for any schools or spaces used for student activities. This allows DCSD to use the funds
for more than the 132 schools previously identified by GaDOE.
After multiple meetings between DCSD Operations, Public Safety, and DIIT, it was determined that the
strobe door alarms PG21 by Alarm Lock, were the desired door alarms for achieving enhanced school
security in an equitable fashion. The door alarms will be installed at all exit doors that students may exit.
Minimal installation and maintenance are required for the alarms. Some schools have already had the
alarms installed prior to this determination and this information aided in the determination of the
alarms being installed at other schools.
In September 2023, a proposal was received from HDSupply in the amount of $1,805,409.90 for the
installation of the selected door alarms. Another proposal was received from Grainger in the amount of
$1,420,174.56 for the installation of the selected door alarms and additional batteries. 4,500 alarms will
be purchased with approximately 4,200 of them being installed and the remaining 300 being stored as
attic stock. In December 2023, approval was given by GaDOE for the door alarms to be considered for
reimbursement of the grant.
Utilizing the buying power of the State of Georgia Statewide Maintenance, Repair & Operations Contract
No. 99999-001-SPD0000181, to support the GaDOE School Security Grant Program will result in the
lowest cost to the district and allow the District to meet the established timelines to receive
reimbursement from the GaDOE School Security Grant program.
