b. Approval to Secure Charter Transportation Service for Junior Achievement Field Trips to Biztown and Finance Park (Not to exceed $300,000)

Request: It is requested that the Board of Education authorize the District to secure transportation services from the approved carriers for all sixth and seventh grade students to participate in Junior Achievement of Georgia’s programs focusing on financial literacy, career readiness, and entrepreneurship in an amount not to exceed $300,000.00.
Why: The DeKalb County School District agrees to implement the Junior Achievement Biztown and Finance Park programs including the in-class curriculum and on-site simulation at the Junior Achievement Discovery Center located at the World Congress Center. Volunteers from local businesses, higher education, and philanthropic communities are recruited by Junior Achievement to participate in the simulation lessons so that students learn from the volunteers’ life experiences.
Details: Coast to Coast Tours LLC and Harmon Brothers Charter Service, Inc. have provided quotes to ensure that services are provided until May 2024 based upon availability. Service for a 56-passenger bus costs approximately $975.00. The total number of buses needed to transport all sixth and seventh grade students is approximately 304 buses between September 18, 2023 and May 2024.
Financial impact: The total budget will not exceed the amount of $300,000.00 and will be allocated from charge code 100.1000.530000.63311.7480.9990.8010.035.000.

MEMORANDUM OF UNDERSTANDING
This MEMORANDUM OF UNDERSTANDING (the "MOU") is entered into this ___ day of ____, 2023
between DeKalb County School District ("DCSD") and Junior Achievement of Georgia ("JA"), regarding the
development of a JA Discovery Center facility, given the parameters herein (the "Project").
WHEREAS, JA is interested in providing a state-of-the-art opportunity to learn and apply real-world financial
literacy and career readiness concepts in a site-based model for all students in DCSD; and
WHEREAS, DCSD has expressed interest in partnering with JA to bring these experience-based JA programs to
transform how students build the skills and mindsets necessary for success in life and career; and
WHEREAS, JA and DCSD desire to enter into this MOU to memorialize their understanding and commitments
to one another with respect to the Project;
NOW, THEREFORE, in consideration of their mutual and respective interest in the Project, and other good and
valuable considerations, the receipt and sufficiency of which is hereby acknowledged by the parties hereto, JA
and DCSD hereby affirm their understanding and agreement as follows:
1. Responsibilities of DeKalb County School District
a. Student Participation: DCSD agrees to implement the JA BizTown and JA Finance Park
programs, both the in-class curriculum and the on-site simulation, for all of its 6th and 7th grade
students. There will be no per-student fee charged to DCSD for student participation.
b. Curriculum Implementation: DCSD will ensure the successful implementation of the JA
BizTown and JA Finance Park curriculum in classrooms before students visit the JA Discovery
Center. Each program requires 17 in-classroom lessons to be taught at the local school by
classroom teachers before the simulation experience, and one lesson following the simulation
experience.
c. Teacher Training: DCSD and JA staff will serve as joint support for teacher training needs
related to JA BizTown and JA Finance Park; with annual teacher trainings offered onsite or
through district professional development offerings.
d. Bus Transportation: JA BizTown and JA Finance Park culminates with a four-and-a-half-hour
long simulation experience at the JA Discovery Center where students exercise the skills learned
within the classroom curriculum. Funding for bus transportation to and from the center site will be
provided by DCSD or its schools at no cost to all participating DCSD students, ensuring
completion of the four-and-a-half-hour simulation.
e. Programmatic Impact: DCSD will support the annual evaluation and impact tracking process for
the JA BizTown and JA Finance Park programs, which may include student, teacher and
administrator surveys and/or focus groups with written consent from all parties. Any data gathered
will be strictly deidentified. JA will never collect any personally identifiable information from
feedback participants.
f. Material Distribution: DCSD will accept the delivery of all JA BizTown and JA Finance Park
student and teacher materials, and distribute them to pa1iicipating schools through its traditional
warehouse distribution systems. JA will coordinate shipping and delivery of the materials,
including system-approved labeling standards.

2. Responsibilities of Junior Achievement of Georgia
a. Curriculum Development and Improvements: JA will provide all relevant curriculum materials
for JA BizTown and JA Finance Park. JA will continue to make revisions and updates to such
curriculum each school year in alignment with the Georgia Standards of Excellence for
participating grade levels.
b. Teacher Training and Support: JA will provide training and support for DCSD teachers
throughout the implementation of the JA BizTown and JA Finance Park programs, including an
annual training in coordination with DCSD prior to the start of implementation. Support will also
include email and phone check-ins at critical points during the implementation process, and school
visits as needed to make sure all teacher implementation needs are met.
c. Program Partners: JA will be responsible for securing corporate partners for JA BizTown and JA
Finance Park to ensure the relevance and sustainability of the programs.
d. Daily On-site Support: The JA Discovery Center middle school student's onsite experience will
be supported by JA staff and a group of volunteers from the local business, higher-education, and
philanthropic communities. JA will recruit, screen, and train volunteers to provide best-in-class
support each day that students are onsite.
This Agreement shall commence on the Effective Date. Additionally, as required by O.C.G.A. §20-2-506, this
Agreement shall terminate absolutely and without further obligation on the part of DCSD at the close of the
calendar year in which it was executed and at the close of each succeeding calendar year for which it was renewed
but shall be automatically renewed subsequent calendar year during the term unless either Party terminates this
agreement.
