iv. Modification of GaDOE Capital Outlay Applications the modification of the FY2020 and FY2021 Capital Outlay Applications

Request: It is requested that the Board of Education approve a resolution requesting the modification of the FY2020 and FY2021 Capital Outlay Applications and authorize staff to submit the resolutions to Georgia Department of Education.
Why: On October 8, 2018, the DeKalb County Board of Education approved the Capital Outlay Application for FY2020. Additionally, on September 9, 2019, the DeKalb County Board of Education approved the Capital Outlay Application for FY2021.A total of four (4) projects sought reimbursement for HVAC and Renovations which will not be completed.
Details: Eldridge L. Miller ES, Toney ES, and Kittredge/Nancy Creek ES were included in the FY 2020 Capital Outlay Application. In addition, Rock Chapel ES was included in the FY 2021 Capital Outlay Application. The scope of work for all schools included the HVAC and Renovations which will not be completed.
In order to be able to modify the FY 2020 and FY 2021 Capital Outlay Applications, these projects with the GaDOE must be removed from their respective applications.
Financial impact: There will be no financial impact on the budget. Any reimbursements not received will be returned to the district’s earned entitlement.

Chronology of the Agenda Item
On October 8, 2018 the Board approved the Capital Outlay Reimbursement
Application for FY 2020, which included projects for capital improvement of the
Eldridge L. Miller ES, Toney ES, and Kittredge/Nancy Creek ES facilities.
Additionally, on September 9, 2019 the Board approved the Capital Outlay
Reimbursement Application for FY 2021, which included projects for capital
improvement of the Rock Chapel ES facility. The scope of improvements in the FY
2020 application for reimbursement included HVAC and Renovations, however the
capital improvement of the Eldridge L. Miller ES, Toney ES, and Kittredge/Nancy
Creek ES facilities will not include HVAC and/or Renovations. Moreover, the scope of
improvements in the FY 2021 application for reimbursement included HVAC and
Renovations, however the capital improvement of the Rock Chapel ES facility will
not include HVAC and/or Renovations. Furthermore, it is requested that the Board
approve a revision to the Capital Outlay Reimbursement Applications for FY2020
and FY 2021 to reflect the removal of the actual scope of work for capital
improvement projects Eldridge L. Miller ES, Toney ES, Kittredge/Nancy Creek ES,
and Rock Chapel ES facilities.
