Request: It is requested that the Board of Education approve four (4) E-SPLOST V budget reallocations in the amount of $7,002,926(Chesnut ES-$2,050,000, Druid Hills MS-$340,661, Laurel Ridge ES-$2,762,265, Woodridge ES-$1,850,000) from Program Contingency which will allow the proper funds to be allocated to the necessary project cost code for the construction of the major building system replacements at Chesnut Elementary School, Druid Hills Middle School, Laurel Ridge Elementary School, and Woodridge Elementary School.

It is requested that the Board of Education approve the award of RFP No. 23-752-018 to Evergreen Construction, the most responsive and responsible offeror whose proposal is the most advantageous to the Board based on the evaluation factors, for general contractor services for Chesnut Elementary School, Druid Hills Middle School, Laurel Ridge Elementary School, and Woodridge Elementary School for the lump sum amount of $26,600,000.
Why: To approve the award of a lump sum construction contract for major building system replacements at Chesnut Elementary School, Druid Hills Middle School, Laurel Ridge Elementary School, and Woodridge Elementary School.

The RFP was issued on April 20, 2023, and notification of the upcoming bid was sent via email to more than 180 vendors from the DCSD vendor list, 1,392 vendors through the State of Georgia Procurement Registry, and 369 vendors through Demandstar. The solicitation was advertised in the Champion and posted on the DCSD website. Thirteen (13) people attended the virtual mandatory pre-proposal meeting on May 4, 2023, representing nine (9) general contractor firms. Two (2) proposals were received on June 9, 2023, for the Chesnut Elementary School, Druid Hills Middle School, Laurel Ridge Elementary School, and Woodridge Elementary School Major Building System Replacement Project. Both proposals were deemed responsive and were evaluated by a selection committee.

Evergreen Construction will be responsible for the general contracting work as outlined in the proposal documents. The DeKalb County School District’s Standard Firm Fixed Price Contract will be used. The award of this contract will allow for the commencement of the construction of this project. Evergreen Construction is located at 3200 Cobb Galleria Parkway, Suite 240, Atlanta, Georgia 30339.
Financial impact: The total contract amount for the Chesnut Elementary School Major Building System Replacement project in the amount of $7,800,000 will be allocated from the construction cost code SP5FACCON.37035.GENCONTR under the voter-approved E-SPLOST V program. A budget reallocation of $2,050,000 from program contingency is required to fund this project.

The total contract amount for the Druid Hills Middle School Major Building System Replacement project in the amount of $1,600,000 will be allocated from the construction cost code SP5FACCON.34335.GENCONTR under the voter-approved E-SPLOST V program. A budget reallocation of $340,661 from program contingency is required to fund this project.

The total contract amount for the Laurel Ridge Elementary School Major Building System Replacement project in the amount of $8,600,000 will be allocated from the construction cost code SP5FACCON.36535.GENCONTR under the voter-approved E-SPLOST V program. A budget reallocation of $2,762,265 from program contingency is required to fund this project.
