PUBLIC ETHICS HEARING
OF THE
DEKALB COUNTY BOARD OF EDUCATION
May 31, 2023
The DeKalb County Board of Education held its Public Ethics Hearing, Wednesday, May 31,
2023, in the Cabinet Room at the DeKalb County School District’s Robert R. Freeman
Administrative Instructional Complex, 1701 Mountain Industrial Boulevard, Stone Mountain,
Georgia.
Mr. DaCosta, Sr., Board Chair convened the meeting at 11:46 a.m. and noted the following were
in attendance; Mrs. Deirdre Pierce, Mrs. Anna Hill, Mrs. Whitney McGinniss, Mrs. Vickie
Turner, Ms. Allyson Gevertz, and Interim Superintendent, Dr. Vasanne S. Tinsley.
Also in attendance were Dr. Yolanda Williamson, Executive Administrator to the Board, and
Ms. Melanie Slaton, General Counsel.
PURPOSE
The Board of Education conducted an ethics hearing regarding an allegation of breach of Board
Policy BH: Board Code of Ethics by Dr. Joyce Morley.
Honorable Retired Judge Mark Scott presided over the hearing. His role was to make evidentiary
rulings and to control the tempo of the public hearing.
Special Counsel Alex Shali Shali, with Columbus law firm, Page, Scrantom, Sprouse, Tucker &
Ford, presented evidence to the board for consideration.
ADJOURN TO EXECUTIVE SESSION
Mr. DaCosta, Sr. called for a motion to adjourn May 31, 2023, public hearing to an executive
session for the purpose of discussing permitted matters regarding litigation, land, legal,
personnel, and student appeals.
On a motion by Mrs. Pierce, seconded by Mrs. Gevertz and with a vote of (6\0), the May 31,
2023, hearing adjourned to executive session at 11:58 am.
1. ADJOURN THE EXECUTIVE SESSION AND RECONVENE TO AN OPEN SESSION
Mr. DaCosta, Sr. called for a motion to adjourn the May 31, 2023, executive session and
reconvene to the public hearing.
With no objection, the executive session adjourned and reconvened to an open session of the
public hearing.

1. Mr. DaCosta, Sr. called for a motion concerning the alleged breach of ethics to disavow
Dr. Morley statement that was stated in the AJC on April 27, 2023.
On a motion by Mrs. Pierce, seconded by Mrs. Hill and with a vote of 6/0), The motion
passed.
ADJOURN
Mr. DaCosta, Sr. called for a motion to adjourn the May 31, 2023, Public Ethics Hearing.
On a motion by Mrs. Hill, seconded by Mrs. Turner, the called meeting adjourned at 12:38 p.m.
