Request: It is requested that the Board of Education ratify and approve the contract extension for RFQ 21-752-036 for Disposal of Hazardous Waste Services to Clean Earth, for an additional year in the not to exceed amount of $95,000.
Why: This request is a contract extension for Clean Earth to provide efficient service and quality performance while reducing costs. This request extends the agreement for an additional year through August 25, 2023.
Details: On August 26, 2021, Clean Earth (formerly MKC Enterprises-A Clean Earth Company) was awarded as the lowest responsive and responsible bidder for the segregation, packing, transport, and disposal of waste for the DeKalb County School District. The request for quote was less than $100,000, therefore did not require Board approval. On October 18, 2021, the Board of Education approved the revision of Board Policy DJE to require Board approval for any Independent Contractor Agreements with a total cost of $50,000 or more.
This recommendation is for the first of four one-year (1-year) contract renewal options. Clean Earth is located at 5864 New Peachtree Road, Doraville, GA 30340.
Financial impact: The total contract amount for these services in the amount not to exceed $95,000 will be allocated from the General Fund Budget, Hazmat/Abatement (100.2600.541001.00011.7520.9990.8013.040.0000).

Dear Ms. Tinnemeier:
As a result of the excellent service provided by MKC Enterprises – A Clean Earth Company, the DeKalb County School
District (“DCSD”) desires to renew the award of RFQ 21-752-036, Disposal of Hazardous Waste Services, for one (1)
year on the same terms, conditions and pricing as set forth in the License and Services Agreement between DCSD
and MKC Enterprises – A Clean Earth Company dated August 26, 2021. The purpose of this letter is to obtain MKC
Enterprises – A Clean Earth Company’s acceptance of DCSD’s offer to renew the License and Services Agreement.
The renewal is subject to the DeKalb County Board of Education’s (“Board”) approval and will be effective from
August 26, 2022 through August 25, 2023. Of course, we will notify you once the Board has approved the renewal.
DCSD appreciates MKC Enterprises – A Clean Earth Company’s consideration of this offer to renew the award of
RFQ 21-752-036.
If accepted, please submit a copy of your company’s proof of insurance reflecting the coverage(s) stated within the
original solicitation document, sign the acceptance below and email both documents to phyllis
_d_jones@dekalbschoolsga.org no later than Friday, September 2, 2022. Insurance policy or policies must be
maintained throughout the term of this agreement. A copy of the insurance requirements is included. Feel free to
also fax the acceptance and your proof of insurance to Ms. Jones at 678-676-0170.
