Request: It is requested that the Board of Education approve the Deluxe Athletics change order No. 03 for the removal and replacement of the asphalt base for the track at Lakeside High School for the lump sum amount of $140,000.
Why: To approve the execution of the Change Order No. 03 for the removal and replacement of the asphalt base for the track at Lakeside High School in the amount of $140,000.

On February 8, 2021, the Board of Education approved the award of RFP No. 21-752-014 for Design/Build Services for Group A2 Track and Turf Installation to Deluxe Athletics LLC. The scope of work for this project included turf and/or track installation at Chamblee Charter High School, Lakeside High School, Stephenson High School, Ronald E. McNair High School, and Miller Grove High School. Change Order No. 03 is needed for the removal and replacement of the asphalt base for the track at Lakeside High School.
Financial impact: The cost of $140,000.00 for the Deluxe Athletics, LLC change order No. 03 is allocated from the construction cost code (SP5FACCON.21635.GENCONTR) under the voter-approved E-SPLOST V program.

RE: Track asphalt substrate issues and solutions

Per our onsite meeting on Thursday July 14, 2022 at Lakeside High School track and field, Deluxe Athletics has
outlined the following conditions that will need to be corrected within the asphalt substrate so that track
surfacing materials can be applied and warrantied. The pictures below outline the areas of major concerns and
though these areas not every inch of the track they are wide spread enough that Deluxe Athletics recommends
milling and paving the asphalt substrate to eliminate these problem areas.

Our investigations have provided the following based on the three areas noted:

For immediate correction of this area to help alleviate the variances, to correct the current track oval and chute
areas properly with new asphalt substrate:
    • Mobilization of milling and paving equipment and technicians
    • Milling and haul off of 2” of asphalt on the track oval and chute area only, approximately 3500 square
        yards
    • Fine grade the existing aggregate base and compact
    • Supply and installation of new 2” topping asphalt over the track oval and chute area only,
        approximately 3500 square yards
    • Clean up

Pricing for Milling and Paving: $140,000.00

Please review as necessary with your team and we are prepared to meet with you as necessary on site to finalize
the process for remediation so that we can get this scheduled and less impact as possible to get this project
wrapped up this year.

Picture 1: Asphalt spider cracking along paving joint in the asphalt. The asphalt substrate is very brittle in this
area and will not have any bonding capabilities with the track surfacing rubber/urethane base mat.




Picture 2: This picture is of more spider cracking that is wide spread in the track asphalt. As you can see in this
picture there is moisture wicking through the asphalt substrate it is so broken. If you applied track surfacing
over this area the track surfacing materials would not bond properly and soon have bubbles in it from the
moisture wicking through the asphalt.
Picture 3: As you can see this area is depressed severely that’s why its holding water in this area. At the bottom
of the picture you will see once again the sever spider cracking in the asphalt as well.




Picture 4: This picture is on the homeside straightaway. You can see the spider cracking in this large area as
well. Structurally this asphalt substrate as well as the rest of the track should be replaced before any track
surfacing is applied.
