Each year, the DeKalb County School District shall submit to the State Department of Education an Annual Local Plan/Application for Career and Technical Education that is consistent with applicable law, including the rules of the State Department of Education. The Annual Local Plan/Application shall be approved by the DeKalb County Board of Education, and the Superintendent is authorized to submit the Annual Local Plan/Application upon Board approval.
The Annual Local Plan/Application shall contain the following Statement of Assurances:

DeKalb County School District shall use federal Carl D. Perkins funds to improve Career and Technical Education (CTE) programs. Funds will be targeted for new or improved activities.

To strengthen the academic and career and technical skills of students participating in Career and Technical Education programs through the integration of academics with Career Technical Education curriculum. All Career and Technical Education programs will meet industry certification standards and complete the industry certification process.

To provide students with strong experience in and understanding of all aspects of an industry, which will include industry certified credentials and Work-Based Learning opportunities.

To develop, improve, or expand the use of technology in Career and Technical Education, which may include technical training, providing students with the skills needed to enter technical fields and encouraging schools to collaborate with technical industries through creation of advisory committees for every Career and Technical Education program. Internships and industry mentoring will be established for each Career Technical Education program.

To provide in-service and pre-service professional development opportunities to teachers, faculty, administrators, and counselors to integrate Career and Technical Education curriculum and activities. Professional development will ensure that teachers and personnel stay current with industry standards that provide relevant business experience and train teachers in the effective use of and application of technology.

To develop and implement monitoring and evaluating tools of Career and Technical Education programs to meet the federal Perkins grant requirements including how the needs of special populations are being met.

To initiate, improve, expand and modernize Career Technical Education programs, to include relevant technology by keeping equipment and other technology within three-to-five years of industry standards.

To provide services and activities of sufficient size, scope, and quality to allow students to develop leadership, receive postsecondary credits and receive industry certification credentials. Career and Technical Education program labs will meet industry certification standards.

To link secondary Career and Technical Education and postsecondary education through articulation, dual enrollment and joint enrollment by establishing an Education and Career Partnership.

Provide activities to prepare special populations, including single parents and displaced homemakers who are enrolled in Career and Technical Education programs, for high-skill, high-wage and high-demand careers that will lead to self-sufficiency.
