The DeKalb County Board of Education shall consider and may authorize, within legal limits, bond referendums to provide capital outlay funds for the purchase and lease of land and equipment and for the construction, repair, replacement, purchase and lease of school facilities. Bond issues must be approved by a majority of the voters in an election called for that purpose. The Board may pledge capital outlays from state, federal and local sources for bond payments. Bonded indebtedness shall not exceed the legal limit.
