Why: Approval of the contract award for RFP 26-714 Synthetic Sports Flooring, Synthetic Sports Floor Services ensures that DeKalb County School District (DCSD) maintains a pool of qualified contractors capable of providing synthetic sports flooring services for gymnasiums, fitness centers, multipurpose athletic spaces, indoor tracks, and specialty athletic facilities throughout DCSD, and ensures the safety of students, staff, and visitors.
Details: The approval of this award will allow the Facilities Department to retain multiple, qualified vendors and provide timely and professional sports flooring and synthetic sports floor services districtwide.
The District requires qualified contractors capable of providing synthetic sports flooring services for gymnasiums, fitness centers, multipurpose athletic spaces, indoor tracks, and specialty athletic facilities throughout DCSD.
Awarding the contract to multiple vendors under this solicitation will:
Ensure continuity and timely response for district-wide athletic flooring needs
Provide operational flexibility for emergency repairs and scheduled capital projects
Reduce project delays associated with vendor availability and material lead times
Maintain safe, durable, and code-compliant athletic flooring systems
Support lifecycle replacement and preventive maintenance efforts across District facilities
Allow DCSD to leverage competitive pricing and best-value procurement practices
The Request for Proposals (“RFP”) solicitation, RFP 26-714 Synthetic Sports Flooring Services, was publicly advertised and distributed through multiple sourcing platforms, including IonWave, the Georgia Procurement Registry, and DCSD vendor notification systems. on January 29, 2026. Six (6) proposals were received, and four (4) vendors were deemed responsive to the requirements of the solicitation.

RFP 26-714 Synthetic Sports Flooring Services
Scope:
Contract Award – RFP 26-714 Synthetic Sports Flooring Services - repair,
replacement, installation, and related athletic flooring services districtwide.
Contract Term:
The contract award is for an initial one (1) year term, and may contain four (4),
one (1) year renewal options subject to satisfactory vendor performance, funding
availability, and Board approval on an annual basis.
The contract is effective upon Board approval and a fully executed contract.
Solicitation Process:
Request for Proposal (RFP) 26-714 Synthetic Sports Flooring Services was
posted to IonWave on January 29, 2026. RFP 26-714 was advertised in the
Champion Newspaper on January 29, 2026, and February 5, 2026. Electronic
notification of the upcoming bid was sent to 34 vendors from the DCSD vendor list,
853 vendors through the State of Georgia Procurement Registry and 404 vendors
through IonWave to maximize vendor participation.
A total of six (6) bids were received and four (4) were deemed responsive to the
requirements of the solicitation. The evaluation committee reviewed the bid
tabulation, vendor qualifications, and pricing to determine responsiveness and
responsibility.
Based on evaluation scoring and best value determination, the evaluation
committee recommended awards to the following vendors:
o Ram Enterprises, Inc.
o Salmon Enterprise, Inc. dba VetCor of Norcross
o Fit Communities, Inc. dba Rubber Floors and More
o Extraordinary Venture
Award Recommendation:
This agenda item requests approval of the contract award to multiple qualified
vendors based on the evaluation. It was determined that awarding to multiple
vendors is in the best interest of the District to ensure adequate coverage,
competitive pricing, and timely response to routine and emergency service needs
across all facilities.
Approval of this request will allow DCSD to maintain qualified vendors for district-
wide athletic flooring projects and provide operational flexibility for scheduled and
emergency flooring replacement and repair services.
