Request: It is requested that the DeKalb County Board of Education approve the purchase of network cabling, wireless infrastructure, and fiber installation services from Integrated Communication Networks, Inc. (ICN) to support the opening of New Dresden Elementary School, at a cost not to exceed $684,213.78.
Why: The opening of New Dresden Elementary School requires a reliable and scalable network infrastructure to support instructional, administrative, and operational systems across the new facility. The services provided by Integrated Communication Networks, Inc. (ICN) will establish the foundational connectivity needed for the school to operate, including structured cabling, wireless access point installation, fiber connectivity, and telecommunications room buildouts. This infrastructure ensures consistent network performance, supports district technology standards, and enables all instructional and operational systems to function effectively on the first day of school.
Details: The network infrastructure scope for New Dresden Elementary School was developed in coordination with district leadership, instructional technology staff, and construction partners to ensure the facility meets district standards for connectivity, performance, and reliability.
Structured Cabling Systems =$571,374.07
ICN will provide structured Cat 6A cabling and telecommunications room build-outs as part of a phased implementation.
Wireless Infrastructure Services =$19,393.60
ICN will support wireless connectivity through a combination of new installation and reuse of existing equipment.
Fiber Connectivity =$4,200.83
ICN will install indoor-outdoor plenum multimode fiber to establish connectivity between the old school MDF and the new school MDF.
Contingency =$89,245.28
A contingency amount of 15% above quoted costs is included to manage unforeseen conditions associated with network installation in a new construction environment and to ensure timely project completion.

Chronology- Network Infrastructure and Connectivity Services New Dresden Elementary
School (ICN)
The Division of Information and Instructional Technology (DIIT) identified the need for comprehensive
network infrastructure and connectivity services to support the opening of New Dresden Elementary
School. These needs were validated through planning activities associated with new school construction,
district network standards, and coordination with construction and instructional technology teams.
Following the planning phase, DIIT worked with Integrated Communication Networks, Inc. (ICN) to
develop a scope of services focused on establishing the core network foundation required for
instructional, administrative, and operational systems. The proposed work includes structured cabling,
telecommunications room buildouts, wireless infrastructure services, and fiber connectivity, all
coordinated with construction milestones to ensure network readiness prior to school opening.
Structured Cabling Systems =$571,374.07)
ICN will provide Cat 6A structured cabling and telecommunications room buildouts to support all
instructional and administrative spaces within the new facility, including:
Installation ($318,517.20)
● Includes Cat 6A data, wireless, and camera cabling; installation of MDF and six IDF cabinets;
ladder rack systems; fiber termination; patch panels; cable management hardware; and
associated labor and materials.
Expansion ($252,856.87)
● Includes additional Cat 6A cabling, two IDF buildouts, fiber termination, patch panels, ladder rack
expansion, cable management hardware, and associated labor and materials to complete the
facility buildout.
These services establish the physical network backbone required to support all wired and wireless
systems within the school.
Wireless Infrastructure Services =$19,393.60
ICN will support wireless connectivity through a combination of new equipment installation and reuse of
existing district assets, including:
● Installation of new wireless access points with mounting hardware and licensing
● Installation services for wireless access points to ensure proper coverage and performance
● Removal of existing wireless access points from the old Dresden Elementary School building and
reinstallation in the new facility
This approach ensures consistent wireless coverage while maximizing the reuse of existing district-owned
equipment.
Fiber Connectivity =$4,200.83)
To support connectivity between facilities and ensure seamless network integration, ICN will provide fiber
installation services, including:
● Installation of indoor-outdoor plenum multimode fiber between the old school MDF and the new
school MDF
● Fiber termination, fiber shelves, modules, and associated pathway hardware
● Testing and verification of fiber connectivity
This fiber connection ensures continuity of network services during the transition from the old building to
the new facility.
Contingency ($89,245.28)
A contingency amount of 15% above quoted costs is included to manage unforeseen conditions
associated with network installation in a new construction environment and to ensure timely project
completion.
Procurement
In accordance with Board of Education Purchasing Policy DJE III.C.3., Purchases or contracts with a total
estimated cost of $100,000.00 or more shall be awarded through a written competitive sealed bid process
to the lowest responsible, responsive bidder, or through a competitive request for proposal process where
the offer deemed to be the most advantageous to the District may be selected. The competitive
solicitation for RFP 26-703 was conducted in accordance with DeKalb County School District
procurement policies.
