i. Contract Renewal: ShepCo Paving & DAF Concrete ~ 2 of 4 (Not to Exceed $2,500,000)

Request: It is requested that the DeKalb County Board of Education approve the contract renewal two of four (#2 of #4) for ITB 24-548 for Asphalt Paving, Striping, and Overlay Services at an amount not to exceed $2,500,000:
• DAF Concrete, Inc.
• ShepCo Paving, Inc.
Why: Approval of this renewal will allow DeKalb County School District (“DCSD”) to continue receiving as-needed asphalt paving, striping, and overlay services that support both the Facilities Maintenance Department and Capital Improvement Program. Consistent access to qualified and competitively awarded vendors ensures safe, well-maintained school campuses and improves operational efficiency. This request extends the agreement for an additional year from February 1, 2026, through January 31, 2027.
Details: On February 12, 2024, the Board approved the award of ITB 24-458 for Asphalt Paving, Striping, and Overlay Services to DAF Concrete, Inc. and ShepCo Paving, Inc. as the most responsive and responsible vendors to provide services throughout DCSD on an as-needed basis. The Board awarded the initial contract on February 12, 2024, for a one-year term with four one-year renewal options. This recommendation is for contract renewal two of four for the period February 1, 2026 - January 31, 2027, at the existing pricing structure.

Dear Mr. Sanchez:
The DeKalb County School District (“DCSD”) desires to renew the award of ITB 24-548 Asphalt, Paving, Striping &
Overlay, for one (1) year on the same terms, conditions, and pricing as set forth in the Agreement between DCSD
and DAF Concrete, Inc., as dated in the Bid. The purpose of this letter is to obtain DAF Concrete, Inc.’s acceptance
of DCSD’s offer to renew the Agreement.
The renewal is subject to the DeKalb County Board of Education’s (“Board”) approval and will be effective from
February 1, 2026, through January 31, 2027. DCSD appreciates DAF Concrete, Inc.’s consideration of this offer to
renew the award of ITB 24-548.
If accepted, please submit a copy of your company’s proof of insurance reflecting the coverage(s) stated within the
original solicitation document, sign the acceptance below, and email both documents no later than Tuesday,
November 18, 2025, to Latrice Brown at Latrice_Brown@dekalbschoolsga.org. Insurance policy or policies must be
maintained throughout the term of this agreement. A copy of the insurance requirements is included.

ACKNOWLEDGMENT
DAF Concrete, Inc. hereby accepts DeKalb County School District’s offer to renew the award of ITB 24-548 Asphalt,
Paving, Striping & Overlay as set forth in the Agreement until January 31, 2027. DAF Concrete, Inc. understands
that this acceptance is subject to the approval of the DeKalb County Board of Education.
