Request: It is requested that the DeKalb County Board of Education (“the Board”) approve the use of Convergint Technologies, LLC to provide an access control system, intrusion detection system and IP video surveillance for an amount not to exceed $298,473.
Why: Convergint Technologies, LLC has submitted a proposal specifically designed to meet the unique needs of DCSD, that will provide the necessary technology and services, preparing the Park Lake Administrative Complex for staff occupation and use.
Details: The Park Lake Administrative Complex is in the process of preparation for occupancy by staff. DCSD desires to use Convergint Technologies, LLC to provide security products and installation.
The contract award to Convergint Technologies, LLC was approved by the Board on December 13, 2021.
Convergint Technologies, LLC has submitted a security proposal and scope of work addressing building core security.
Specific details related to the scope of work for this Proposal can be found in the ICN Proposal. This work includes:
(5) access control panels
(24) new card access doors
(2) monitored doors
(1) intrusion detection panel with remote power supply
(2) keypads
(52) intrusion detection motion detection sensors
(38) new cameras

The following security proposal is specifically designed to meet your needs. As your single

Scope of Work
Provide and install security equipment for the access control system (ACS), intrusion
detection system (IDS), and IP video surveillance for 2175 Parklane Dr per on-site
visit on February 5, 2025 for the core building and includes the following:
o (5) access control panels
o (24) new card access doors.
o (2) monitored doors.
o (1) intrusion detection panel with remote power supply.
o (2) keypads
o (52) intrusion detection motion detection sensors.
o (38) new cameras.
The intent of this proposal is to add the base-line security to the building and
separate the common areas from the department specific “suites” such that:
o Two (2) card readers per “occupied” floor to suite(s) from elevator lobby (one
reader per side suite).
o card readers on all network rooms (1 per floor)
o card readers on all stairwells to prevent unauthorized access from the
stairwell to the suite/floor.
Switches are not included.
Ground Floor (Main Entry Location)
Provide and install one (1) ACS controller with one (1) Mercury dual door-controller
and one (1) multi-input controller.
o Electrical Contractor to provide 120VAC power connection or reuse existing.
o Electrical Contractor to provide fire alarm relay connection or reuse existing.
Provide and install one (1) new card reader exterior double door with magnetic locks
and include:
o One (1) card access reader.
o Two (2) door contacts.
o Cabling to new ACS controller.
Provide and install two (2) monitored exterior doors with local sounders for door prop
alarm.
Provide, device harden and install one (1) new video doorbell/intercom at main
entry.
o Others to provide and install CAT6 cabling.
Provide and install (4) intrusion detection motion detection sensors and (1) keypad.
Provide, device harden and install six (6) IP Video cameras; (2) exterior and (4)
interior.
o Surface mount on ceiling or wall in location for be coverage.
o Others to provide and install CAT6 cabling.
Remove five (5) cameras and cut back cabling; remainder of cable to be retired-in-
place.
Floor 01
Provide and install one (1) ACS controller with four (4) Mercury dual door-controllers.
o Electrical Contractor to provide 120VAC power connection or reuse existing.
o Electrical Contractor to provide fire alarm relay connection or reuse existing.
o Others to provide and install CAT6 connection within MDF.
Provide and install one (1) intrusion detection panel with remote power supply.
o Electrical Contractor to provide 120VAC power connection or reuse existing.
o Others to provide and install (2) CAT6 connections within MDF (one (1) to
connect to security network and one (1) to internet for remote monitoring).
Provide and install one (1) new card reader exterior double door with magnetic locks
and include:
o One (1) card access reader.
o Two (2) door contacts.
o Cabling to new ACS controller.
Provide and install six (6) new card reader interior doors. Each door shall include:
o One (1) card access reader.
o One (1) door contact.
o One (1) electrified door strike/lock.
o Cabling to new ACS controller.
Provide and install (48) intrusion detection motion detection sensors and (1) keypad.
Provide, device harden and install (14) IP video cameras; (6) exterior and (8)
interior.
o Surface mount on ceiling or wall in location for be coverage.
o Others to provide and install CAT6 cabling.
Remove eighteen (18) cameras and cut back cabling; remainder of cable to be
retired-in-place.
Remove intrusion detection devices for MDF system.
Floors 02-04
Provide and install one (1) ACS controller with three (3) Mercury dual door-controller
per floor.
o Electrical Contractor to provide 120VAC power connection or reuse existing.
o Electrical Contractor to provide fire alarm relay connection or reuse existing.
Provide and install five (5) new card reader interior doors per floor. Each door shall
include:
o One (1) card access reader.
o One (1) door contact.
o One (1) electrified door strike/lock.
o Cabling to new ACS controller.
Provide, device harden and install five (5) IP Video cameras per floor.
o Surface mount on ceiling or wall in location for be coverage.
o Others to provide and install CAT6 cabling.
Remove six (6) cameras on floor 02, six (6) cameras on floor 03, and ten (10)
cameras on floor 04 and cut back cabling; remainder of cable to be retired-in-place.
Remove intrusion detection devices for IDF systems.
Required by Electrical Contractor
Connect 120VAC to control panels (6 locations; only if not reusing existing).
Connect fire alarm relay to control panels (6 locations; only if not reusing existing).
Required By DeKalb County School District
(41) network drops (3 for control panels, 38 for cameras) and static IP addresses
CV Spotlight installed on all required computers within main office and attendance
office; each computer needs operating speaker and microphone devices.
Device Hardening (reduce cyber risk)
Convergint may provide Device Hardening services for certain qualifying and scoped
equipment. Services may include disabling unused & non-essential device features,
disabling unused network comms (e.g., services, ports), changing default passwords,
and updating firmware. The hardening services provided will depend on the equipment
being installed, equipment capabilities, and manufacturer-provided permissions and
recommendations. Not all equipment may receive hardening. Ask your Convergint
contact for details on qualifying equipment and the hardening services being provided.
These are one-time services — ask your Convergint contact for information on how
Convergint can provide ongoing support.
Convergint cannot guarantee the security of the devices it installs or of Customer’s
IT environment, no networked system is completely secure, and Customer remains
ultimately responsible for its IT environment.

Clarifications and Exclusion
1. All work proposed herein, shall be performed during normal business hours Monday
through Friday 8:00 am - 5:00 pm.
2. Low voltage wiring shall be installed via open air code approved methods.
3. Provision or installation of conduit, wire, boxes, fittings or other electrical installation
materials unless specifically listed under Inclusions or Bill of Materials.
4. Permits or associated fees are not included.
5. Customer to provide static IP addresses and network connections at panel locations.
6. Customer to provide a secured staging & storage area for project related materials.
7. Pricing assumes that electronic Auto CAD files are available from customer for our
use in creating submittal drawings.
8. Fifty percent (50%) of the proposed sell price shall be payable to Convergint for
project mobilization. Mobilization shall be invoiced and due upon customer
acceptance of this proposal.
9. Proposal does not include sales tax unless otherwise noted.
10. Anything in the Contract Documents notwithstanding, in no event shall either
Contractor or Subcontractor be liable for special, indirect, incidental or consequential
damages, including commercial loss, loss of use, or lost profits, even if either party
has been advised of the possibility of such damages.
11. Convergint reserves the right to negotiate mutually acceptable contract terms and
conditions with customer by making mutually agreeable changes to the formal
contract included in the Bid Documents.
12. Customer acknowledges that supply-chain and shipping difficulties may result in
unavoidable delays in deliveries of materials despite timely placement of orders and
efforts by Convergint and its suppliers to avoid such delays. Customer agrees to
provide Convergint with reasonable extensions of time to the extent of any such
delays and Convergint agrees to make reasonable efforts to avoid or minimize such
delays. Customer further acknowledges that the above-referenced supply-chain
and shipping difficulties may result in unanticipated increases to Convergint’s
proposal pricing on products covered by this quote or any resulting agreement and
that such increases may occur between the time this quote is provided, or any
resulting contract is executed and the time when Convergint actually purchases the
products covered by this quote or a resulting agreement. Customer agrees that it
will pay any such increase in Convergint’s initial pricing of obtaining the products
above the proposal pricing upon which the quote or agreement was based, by
change order or otherwise, and Convergint agrees that it shall make commercially
reasonable efforts to minimize any such increase.
