Request: It is requested that the Board of Education approve the purchase of supplemental instructional resources and materials for the English Learners Department in an amount not to exceed $­­1,400,000.
Why: The selected vendors have been carefully vetted and identified to
improve access to meaningful content,
increase awareness of sound instructional practices,
provide technological assets that promote creativity, connections, and innovation, and
engage students in rigorous activities/ assessments.
These research-based supplemental instructional resources and materials provide full access to the DCSD’s rigorous curriculum to the school district’s diverse population.
DeKalb County School District adheres to Title III (Federal) funding allocation to provide supplemental services to improve the English language proficiency and academic achievement of English Learners.
Details: The DeKalb County School District will purchase supplemental instructional resources and materials to support the academic success of English Learners served through the Division of Student Services (English Learners Department) in accordance with Board Policy DJE (III.D.3.g).
Financial impact: The total financial impact for SY2025-2026 is not to exceed the amount of $1,400,000.
Title III Funds and general funds will be used to purchase these resources.

DRC Insight LAS Links Data SY24-25
The EL Department utilizes the LAS Links assessment to progress monitor the English language development
of English Learners in the Intensive English (IE) Program. The Intensive English Program is designed to
provide short-term (no longer than 1 year or 2 semesters) intensive English language development for 4th-
12th grade newcomer English learners (ELs) at the Entering level (1.0-1.9 on the WIDA Screener).
Students who score an overall CPL of 2.0 or greater on the LAS Links assessment are eligible to transition
from the Intensive English Program to the general ESOL Program. The LAS Links assessment windows align
with the MAP assessment administration. The administration windows for LAS Links are aligned with MAP
assessment windows. Newcomer students in the I.E. Program take LAS Links in lieu of the MAP assessment.
This ensures that the assessments are appropriate for their language development stage and align with
instruction provided in the I.E. Program. The data table below highlights the number of students in the
Intensive English Program who participated in the LAS Links assessment for each window in SY24-25.
Note. Window 1 (August) only
includes students in the Intensive
English Program in grades 4-8;
Window 2 (December) & 3 (March)
