The DeKalb County Board of Educa on supports community involvement in district, school, and student
ac vi es. Parents, community members, and other stakeholders are encouraged to take part in
volunteer and fundraising groups that help strengthen school programs. This policy provides guidelines
for the establishment, opera on, fundraising ac vi es, and financial management of PTA/PTSAs, PTOs,
booster clubs, and school founda ons.
The board recognizes the following school-community organiza ons:
1. Parent Teacher Associa on/Parent Teacher Student Associa on (PTA/PTSA) – A local, school-
based dues-paying chapter of the na onal and state PTA organiza on. Regula on LE-R1 lists
specific requirements for PTAs/PTSAs.
2. Parent Teacher Organiza on (PTO) – A parent or community-led organiza on, other than a
PTA/PTSA, that voluntarily raises funds to support a specific school in the district. Regula on LE-
R2 lists specific requirements for PTOs.
3. Booster Organiza on – A parent or community-led organiza on that voluntarily raises funds and
provides support to specific student ac vity programs within district schools. Regula on LE-R3
lists specific requirements for booster organiza ons.
4. School Founda on – A registered 501(c)(3) non-profit organiza on established to support and
enhance the educa onal programs and ini a ves of a school by dona ng funds, services, or
infrastructure. Regula on LE-R4 lists specific requirements for founda ons.
The following general guidelines apply to all school-community organiza ons:
1. Organiza ons must be registered with the district and coordinate specific ac vi es with the
principal of the school they support.
2. Parent and community volunteers assis ng with school ac vi es, events, or projects must
comply with Board Policy IFCD: School Volunteers.
3. On-campus fundraising ac vi es must comply with Regula on KEB-R: Solicita ons and must not
interfere with student instruc onal me.
4. Any dona on made to an individual school or to the district must comply with Board Policy DFK:
Gi s and Bequests.
