Request: It is requested that the Board of Education amend Board Policy BDC: Policy Adoption.
Why: The Board Policy Review Committee met and conferred regarding Board Policy BDC: Policy Adoption and determined the current language requires updates and recommended the proposed revisions.
Details: The purpose of the Board Policy Review Committee is to ensure the ongoing review, development, and refinement of Board policies governing the District. The Board Policy Review Committee has the goal of promoting transparency, accountability, and compliance with state, local, and federal laws while fostering a safe, equitable, and inclusive environment for all within the District. The Policy Review Committee determined the current language requires updates and recommends the proposed revisions.

It will shall be the responsibility of the DeKalb County Board of Educa on to enact wri en policies
for that promote the efficient and effec ve governance of the District.
Development of appropriate policies is a coopera ve process involving the Superintendent and the
Board. Either the Board or the Superintendent may iden fy the need for a new or revised policy.
Once a need is iden fied, the Superintendent or designee will conduct any necessary research,
consult with others as the Superintendent deems appropriate, and prepare a preliminary dra of
the proposed policy or revision. The preliminary dra will be submi ed to all Board members.
Except for ma ers of unusual urgency, pProposed policies or revisions will be presented for first
reading at one monthly work session or business mee ng and for ac on at the next month’s or a
later work session or business mee ng.
Following first reading, the policy proposal will be posted online in a manner that allows parents,
students, staff, and community members to submit wri en comments. All comments submi ed by
the specified deadline will be distributed to Board members in advance of the mee ng at which the
vote for ac on is scheduled to will be taken.
Board members may offer changes proposed revisions to a dra policy proposal at any me prior to
Board ac on. Preferably those proposed revisions would be expressed or communicated during the
period of public comment. Once the proposed revisions have been presented to the Board for
approval, Changes amendments receiving a majority vote of Board members present will be
incorporated into the dra proposal policy. The Board may, but is not required to, postpone ac on
on a policy proposal if extensive changes have been made..NNNew and revised policies become
effec ve immediately upon adop on unless the Board specifies a different effec ve date. New and
revised policies are not retroac ve.

Adop on of a new or revised policy requires a majority vote of Board members present. New and
revised policies become effec ve immediately upon adop on unless the Board specifies a different
effec ve date. New and revised policies shall not be retroac ve.
All new and revised policies adopted by the bBoard shall will be a ached to and made a part of the
minutes of the mee ng at which they were adopted. Only those new and revised policies so
adopted and recorded shall will be regarded as official bBoard policy.
In ma ers of unusual urgency, the bBoard may expedite or otherwise alter the policy-adop on
process.
The rescission of a policy follows the same procedures as the adop on of new and revised policies.
Staff shall will ensure that tThe Online Board Policy Manual is will be updated to reflect addi ons,
revisions, and rescissions approved by the Board.
Any Board ac on that appears to be in conflict with Board policy shall will remain valid and
effec ve unless the policy conflicts with state law. The conflic ng policy will be deemed suspended
to the extent and for such me as may be required by the ac on taken by the Board. However,
such ac ons shall will not otherwise cons tute an amendment of these policies.
The board will conduct a comprehensive review of its policies at least once every 3-5 years. The
Superintendent annually shall review the policy manual of the Board and report recommended
changes to the Board.TT
The sSuperintendent will develop and revise administra ve regula ons to implement Board policy
as the sSuperintendent deems necessary or as directed by the bBoard.
The bBoard reserves the right to review administra ve regula ons prior to implementa on.
