i. Bid# 21-530 Athletic Equipment and Uniform (BSN Sports, LLC and Riddell All American) Contract Extension and Spend Increase Approval of Year Three of the (4) Four One-Year Renewal Options (Not to exceed $1,475,000)

Request: It is requested that the Board of Education approve the Contract Renewal for the Athletic Department’s Equipment and Uniform Bid with Riddell All American and BSN Sports, LLC, for an additional year through May 16, 2025, for an amount not to exceed $1,475,000. This recommendation is for year three (3) of the four (4) one-year renewal options, which will support the new initiative for Elementary School Athletics and the growing programs, such as Middle School Soccer, Middle School Wrestling, Middle School Volleyball, Middle School Baseball, and Varsity Flag Football.
Why: The renewal of Bid# 21-530R is needed to ensure the Athletic Department’s access to the contracted catalog discounts, which will continue to allow for the timely and cost-effective purchase of athletic equipment and uniforms during the 2023 - 2024 school year.
BSN Sports and Riddell All American have confirmed a 5 to 10% yearly increase in certain items. Approval of the spending increase will support this rise in cost. The needs of the DCSD’s new and expanding sports programs and the health and safety of students/ athletes by replacing dated equipment, such as football shoulder pads and stadium soccer goals, which have achieved their useful lives.
Details: Athletic Equipment Bid# 21-530R was awarded in May 2021 to BSN Sports, East Bay, Riddell, American Solutions for Business, and Schutt Sports through Bid# 21-530R. To provide access to a broad spectrum of athletic uniforms and equipment at the best possible price that may be purchased over the course of a year from multiple vendors, the DCSD Athletic Department requests catalog discounts. This bid includes four (4) one 1-year renewal options through 2026.
Financial impact: The total budget for these services is allocated from the following cost codes:607.3200.561510.60767.7090.9990.8010.040.0000 (Athletic Uniforms) and 607.3200.561520.60767.7090.9990.8010.040.0000 (Athletic Equipment) in the amount not-to-exceed $1,475,000.

CHRONOLOGY OF THE AGENDA ITEM
The Department of Athletics supports more than 9,000 athletes across 16 sports.
2018-2019 School Year
In September of 2018, extension of the Athletic Equipment & Uniform Bid# B000050780 through the National
IPA State Bid was approved not to exceed $380,000. This approval extended the Athletic Uniform and
Equipment Bid for the 2018-2019 School Year.
2019-2020 School Year
In September of 2019, an extension of the Uniform & Equipment Bid# B000050780 was approved by Board
of Education. With this extension was a contract for Athletic Uniform and Equipment with BSN Sports not to
exceed $380,000. This approval extended the purchasing agreement of Uniforms and Equipment for the
2019-2020 School Year.
2020-2021 School Year
A formal Invitation to Bid was issued on October 15, 2020, and an electronic notification was sent to 22
vendors from the DCSD Vendor Bid List and 843 vendors through the State of GA Procurement Registry.
This recommendation is based on the review and evaluation of the bids received. Five (5) of the eleven (11)
firms deemed responsive are being recommended: American Business Forms dba American Solutions for
Business; East Bay Inc.; BSN Sports, LLC; Riddell-American and Kranos Corporation dba Schutt Sports.
Discounted quotes will be obtained from all awarded firms for purchasing needs
2020-2021 School Year
On November 9, 2020, the DeKalb Board of Education approved the Superintendent to authorize Athletic
Equipment and Uniform purchases through the National IPA Cooperative Bid not to exceed $200,000. **
Note the initial request was to extend to $400,000, however due to changes in administration, only 200,000
was approved.
2021–2022 School Year
The Athletic Equipment and Uniform Bid# 21-530 was awarded in May 2021 to American Business Solutions,
BSN Sports, East Bay, Riddell, and Schutt Sports. The Board of Education authorize this Athletic and
Equipment and Uniform Bid with a spend limit not to exceed $600,000. (Note, this action allowed us to
purchase uniforms and equipment until May 2022).
2022-2023 School Year
At the March 14, 2022, The Board of Education authorized the Superintendent to approve a $225,000 Spend
Increase not to exceed $825,000. The $225,000 Spend Increase with Bid# 21-530 is to cover upcoming Fall
of 2022 – 2023 School Year’s High School and Middle School Football Uniforms, High School and Middle
School Football Helmets, Volleyball, Softball, and Flag Football Uniforms. It is recommended that uniform
orders be placed no later than May 30th to ensure delivery prior to the standard August 1st start date for fall
sports.
In February of 2022, Purchasing sent out a request for renewals to the five Equipment/Uniform vendors.
Only two of the vendors, BSN Sports, LLC and Riddell-American, completely accepted the renewal options
for the 2022-2023 School Year.
2022–2023 School Year
During the August 8, 2022 BOE Meeting, Athletics is requesting that the Board of Education approve the
Superintendent to Authorize a contract renewal for the Athletic Equipment and Uniform Bid# 21-530 not to
exceed $900,000. This is the year one of the four (4) one-year renewal. This action will allow for the
purchase of the remaining equipment needed for fall 2022 (equipment), winter 2022-2023 uniforms and
equipment, spring 2023 uniforms and equipment, and fall 2023 uniforms and equipment
2022-2023 School Year.
In the February 13th’s Board Meeting, Athletic is requesting that the Board of Education approve the
Superintendent to Authorize a Spend increase of Bid 21-530 from $900,000.00 to $4,900,000.00. This
approval of the spend increase would allow for the usage with Bid# 21-530 of the allocated budget from
Operations.
2023-2024 School Year
This Bid# 21-530’s renewal request seeks to extend the Athletics Equipment and Uniform Bid
another year with a spend increase not to exceed $1,200,000 to support expanding programs
and replace the expired equipment such as outdated Football Shoulder pads and Pair of Soccer
Goals at each Stadium, which all have reached their useful lives.
2024-2025 School Year
This Bid# 21-530’s renewal request seeks to extend the Athletics Equipment and Uniform Bid
another year with a spend increase from $1,200,000 to $1,475,000 supporting DCSD’s new
initiative to implement Elementary School Athletic Programs.
