June 20, 2023 2nd budget presentation, 3rd millage rate hearing, and called meeting and executive session

               1st BUDGET PRESENTATION & MILLAGE RATE HEARING
                                   OF THE
                      DEKALB COUNTY BOARD OF EDUCATION

                                         June 20, 2023

The DeKalb County Board of Education held its 2nd Public Budget Presentation and 3rd Millage
Rate Hearing, Tuesday, June 20, 2023, in the J. David Williamson Board Room at the DeKalb
County School District’s Robert R. Freeman Administrative Instructional Complex, 1701
Mountain Industrial Boulevard, Stone Mountain, Georgia.

Mr. DaCosta, Sr., Board Chair convened the budget presentation at 11:08 a.m. and noted the
following were in attendance; himself, Mrs. Whitney McGinniss, Ms. Allyson Gevertz, Mrs.
Vickie Turner, and Interim Superintendent, Dr. Vasanne S. Tinsley. Mrs. Deirdre Pierce joined
the meeting, in person, at 11:14 am.

Also in attendance were Dr. Yolanda Williamson, Executive Administrator to the Board, and
Ms. Melanie Slaton, General Counsel joined the meeting virtually.

Mr. Byron Schueneman, Chief Financial Officer, conducted 2nd budget presentation to allow the
Board of Education to receive comments from stakeholders regarding the development of the
2024 budget.

Comments were heard from the following individual: Ms. Nancy Kelly.

There being no other speakers for the June 20, 2023, 2nd Public Budget Presentation, the
presentation concluded at 11:39 am.

Mr. DaCosta, Sr., Board Chair convened the Millage Rate Hearing at 11:40 a.m.

Mr. Byron Schueneman, Chief Financial Officer, conducted 3rd Millage Rate Hearing to allow
the Board of Education to receive comments from stakeholders regarding the development of the
2024 millage rate.

Comments were heard from the following individuals: Ms. Gwen Davis, Ms. Nancy Kelly, Ms.
Clara DeLay, and Ms. Joan Walker.

There being no other speakers for the June 20, 2023, 3rd Millage Rate Hearing, concluded at
12:40 p.m.

Mr. DaCosta, Sr., Board Chair convened the called meeting and executive session 12:40 p.m.
and noted the following were in attendance; himself, Mrs. Whitney McGinniss, Ms. Allyson
Gevertz, Mrs. Vickie Turner, Mrs. Deirdre Pierce, and Interim Superintendent, Dr. Vasanne S.
Tinsley.

Also in attendance were Dr. Yolanda Williamson, Executive Administrator to the Board, and

ADOPTION OF THE AGENDA
Mr. DaCosta, Sr. requested that the DeKalb County Board of Education adopt the June 20, 2023,
called meeting and executive session agenda.

There being no objection, the agenda was approved.

ACTION ITEMS
   1. Mr. DaCosta, Sr. called for a motion to approve the Tax Levy Resolution, setting the
     millage rate at 23.08 mills for the support and maintenance of education, for the fiscal year
     2023-2024.
     The motion died.

      Mrs. Allyson Gevertz made a motion to amend the tax levy resolution, setting the millage
      rate at 22.98 mills. Seconded by Mrs. Vickie B. Turner, and with a vote of 5/0, the motion
      passed.

   2. Mr. DaCosta, Sr. called for a motion to adopt the DeKalb County School District Budget
      for 2023- 2024 (FY24).
      On a motion by Mrs. Turner, seconded by Mrs. Pierce, and with a vote of 5/0, the motion
      passed.

ADJOURN TO EXECUTIVE SESSION
Mr. DaCosta, Sr. called for a motion to adjourn June 20, 2023, called meeting to an executive
session for the purpose of discussing permitted matters regarding litigation, land, legal,
personnel, and student appeals.

Motion by Mrs. Gevertz to adjourn to executive session, seconded by Mrs. Pierce, the June 20,
2023, called meeting adjourned to Executive Session with a vote of 5/0.

       1. ADJOURN THE EXECUTIVE SESSION AND RECONVENE TO AN OPEN
          SESSION
          Mr. DaCosta, Sr. adjourned the June 20, 2023, executive session. On a motion, by
          Mrs. Turner, seconded by Ms. Gevertz, and with a vote of 5/0, reconvened to an open
          session.

ACTION ITEM
  Mr. DaCosta, Sr. called for a motion to approve DCSD vs. Estill Settlement, as discussed, in
      Executive session.
  On a motion by Ms. Gevertz, seconded by Mrs. Pierce, and a vote of 5/0, the motion passed.

ADJOURN
Mr. DaCosta, Sr. requested that the DeKalb County Board of Education adjourn the June 20,
2023, executive session and called meeting.

Mr. DaCosta, Sr. noted there were no objections, the called meeting adjourned at 1:41 pm.
