    2nd VIRTUAL BUDGET HEARING, 3rd VIRTUAL MILLAGE RATE HEARING and
                        VIRTUAL CALLED MEETING
                                 OF THE
                  DEKALB COUNTY BOARD OF EDUCATION

                                         June 16, 2022

The DeKalb County Board of Education held the following virtual hearings and meeting: 2nd
Virtual Budget Hearing, 3rd Virtual Millage Rate Hearing, and Virtual Called Meeting and
Executive Session on Thursday, June 16, 2022.

Mrs. Vickie Turner, Chair, called the 2nd Virtual Budget Hearing to order at 11:04am.

Mr. Charles Burbridge, Chief Financial Officer, noted the purpose of the public budget hearing
was to allow the Board of Education to receive comments from stakeholders regarding the
development of the 2023 budget.

Comments were heard from the following individuals: Ms. Deborah Jones and Ms. Nancy Kelly.

There being no other speakers for the June 16, 2022, 2nd Virtual Budget Hearing, the hearing
concluded at 11:12am.

Mrs. Vickie Turner, Chair, called the 3rd Virtual Millage Rate Hearing to order at 11:13am.

Mr. Charles Burbridge, Chief Financial Officer, noted the purpose of the public millage rate
hearing was to allow the Board of Education to receive comments from stakeholders regarding
the development of the 2023 millage rate.

Comments were heard from the following individual: Mr. Jeff Mueller.

There being no other speakers for the June1 6, 2022, 3rd Virtual Millage Rate Hearing, the
hearing concluded at 11:17am.

Mrs. Vickie B. Turner, Board Chair, called the virtual meeting to order at 11:18am and noted the
following were in attendance, Mrs. Vickie B. Turner, Board Chair, Mr. Diijon DaCosta, Sr.,
Vice Chair, Mrs. Anna Hill, Mr. Marshall D. Orson, Mrs. Deirdre Pierce, Mrs. Allyson Gevertz,
Dr. Joyce Morley and Dr. Vasanne Tinsley, Interim Superintendent.

Also in attendance was General Counsel Attorney, Mr. Clem Doyle.

ADOPTION OF THE AGENDA
Mrs. Turner called for a motion to adopt the June 16, 2022, virtual called meeting agenda.

Being there were no objections, the virtual called meeting agenda was approved.

ACTION ITEMS

E.1. APPROVAL OF RESOLUTION FOR TAX LEVY
    a. Mrs. Turner called for a motion to approve the Tax Levy Resolution, setting the millage
       rate at 23.08 mills for the support and maintenance of education, for the fiscal year
       2022-2023.

        On a motion by Dr. Morley and seconded by Mr. DaCosta and with a vote of (5\2), the

        motion passed with Mrs. Vickie B. Turner, Mr. Diijon DaCosta, Sr., Mrs. Anna Hill,
        Mrs. Deirdre Pierce and Dr. Joyce Morley voting ‘YES’ and Mr. Marshall D. Orson and
        Mrs. Allyson Gevertz voting ‘NO’.

E.2. APPROVAL OF THE DEKALB COUNTY SCHOOL DISTRICT BUDGET FOR
     2022-2023 (FY23)
     a. Mrs. Turner called for a motion to adopt the DeKalb County School District FY2023
        Budget.

        Dr. Morley called for amended motion to postpone the vote to allow incoming
        Interim Superintendent to review the budget and present it to the Board for a vote
        before July 1, 2022.

        The amended motion was seconded by Mrs. Pierce and with a vote of (5\2), the
        motion passed with Mrs. Vickie B. Turner, Mr. Diijon DaCosta, Sr., Mrs. Anna Hill,
        Mrs. Deirdre Pierce and Dr. Joyce Morley voting ‘YES’ and Mr. Marshall D. Orson and
        Mrs. Allyson Gevertz voting ‘NO’.

ADJOURN TO EXECUTIVE SESSION
There was no executive session.

ADJOURN
Mrs. Turner called for a motion to adjourn the June 16, 2022, virtual called meeting.

Being there were no objections, the June 16, 2022, virtual called meeting adjourned at 12:21pm.
